Rose Cottage Care Home is located in the centre of Thornton village, which is about four miles from Bradford City Centre. The home is on a main bus route and there are a variety of shops and other amenities close by. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? The last key inspection for this service was carried out on the 24 September 2008. We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment form that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. Surveys returned to us by people using the service and from other people with an interest in the service. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us the information we asked for. We looked at the information in the AQAA and our judgment is that the home is still providing an excellent service and that they know what further improvements they need to make. Since the last inspection, the home has made a number of improvements as a result of suggestions from the people who use the service and their relatives. This includes making changes to the menus and improving the range of social and leisure activities available, both within the home and the wider community. To keep people informed of planned activities and events the home publishes a quarterly newsletter and holds regular meetings, which is good practice. Information provided in the self-assessment form shows that peoples needs are always assessed before they move into the home and they are invited to visit before admission to see at first hand the facilities provided. This is good practice and shows that people are supported through the admission process. We received survey questionnaires back from five people living at the home and/or their relatives. The told us that staff respected their privacy and dignity and they were Annual Service Review Page 4 of 7 very pleased with the quality of care and support provided. Comments included Rose Cottage is a wonderful home and the care and attention my mother receives is outstanding and I have every confidence that the staff at Rose Cottage will provide my mother with the care and support she needs. The home has recognised quality assurance monitoring systems in place and is proactive in seeking the views and opinions of people that use the service and their relatives. As part of this process survey questionnaires are sent out twice yearly to enable people to air their views and opinion about the standard of care and facilities provided. The home also sends out questionnaires to healthcare professionals such as general practitioners and district nurses so that they can also comment on how well the service is meeting its stated aims and objectives. We received survey questionnaires back from two healthcare professionals and they confirmed that the home is proactive in seeking advice if they have concerns about peoples health care and staff are professional and caring. Comments included the service has high standards and keeps to them and an excellent service provided in a safe and comfortable environment. There is a clear complaints procedure in place and information provided in the selfassessment form shows that one complaint has been received by the home in the last year and this was dealt with within the agreed timescales. Policies and procedures are in place to protect people from any form of abuse and all staff receive training on safeguarding vulnerable adults. The home has a thorough staff recruitment and selection procedure, which makes sure that people are safe and supported by staff that are suitable to work in the caring profession. Information provided in the self-assessment form shows that the majority of staff have worked at Rose Cottage for over ten years which provides stability and makes sure that people receive continuity of care. However, we have recently had concerns about the poor recruitment procedure carried out for a voluntary worker. We have therefore asked the registered provider to confirm in writing that in future no one will be allowed to work in the home in any capacity until all relevant checks have been undertaken. All new care staff receive induction training using the Skills for Care Common Induction Standards. These are nationally agreed induction standards designed to help new staff get the skills and knowledge they need to care for people. Following induction training there is an expectation that staff will study for a National Vocation Qualification (NVQ) at level two or above depending on the post they hold. Information provided in the self-assessment form shows that currently over 50 of care staff employed at the home have already achieved the award. We received survey questionnaires back from four staff currently working at the home and they clearly indicate that they receive the training and support they need to carry out their roles effectively and in the best interest of people using the service. Information provided in the self-assessment form shows that policies and procedures are in place to make sure staff follow safe working practices and all equipment is serviced in line with manufacturers guidelines. People can therefore be sure that their health and safety is not being compromised. Annual Service Review Page 5 of 7 The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that the service continues to provide excellent outcomes for the people who use it. What are we going to do as a result of this annual service review? It is our Statutory responsibility to inspect all care service at least once every 3 years The completion of the Risk assessment and Annual service review has not changed our view of the quality rating of this service therefore we are not planning to inspect this service before 23 September 2011. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
