What the care home does well Staff tell us communication is good and care is given to a high standard. Care plans are detailed and kept under regular review. Residents tell us they know how to make a complaint and have someone they can talk to if they are unhappy The home aims to give individualised care to each of it`s service users. Independence is promoted and rights are respected. Residents are protected by the home`s safeguarding procedures and open complaints policy. Rosemary Park is located in its own grounds on Marley Heights near Haslemere. Rosemary Park offers facilities to cater for residents of varying ages and levels of mental health illness and impairment. The home is separated into three different areas providing accommodation to meet the varying mental health needs. In the main house service users accommodation is on two floors, there are 27 single rooms and 6 double rooms available and a number of them offer en-suite facilities. This caters for service users suffering from a moderate or severe dementia (organic) illness. Communal facilities available consist of 2 lounges, a conservatory and a dining room. The Courtyard Wing is on one level and service users accommodation consists of 11 single rooms and 4 apartments, all offer en-suite accommodation. Communal facilities consist of a lounge, a conservatory and a dining room. The unit caters for service users suffering from enduring mental health problems or acquired brain injury. The East wing is on three levels, service user accommodation is on the first and second floor and consists of 18 single rooms and 2 double rooms all offer en suite accommodation. The unit caters for service users suffering from early or middle stages of dementia (organic) illness or long standing (functional) illness. A passenger lift accesses all areas with a security keypad system in operation throughout the home. The range of fees is £580 per week to £1600 per week. Care Homes for Older People Page 3 of 9 What we found: This random inspection included a site visit over four and a half hours starting at 10 am. During this time we focused on outcomes for service users in the areas of health and personal care, recruitment and complaints and safeguarding. During the visit we were assisted by the registered manager, the deputy manager and the responsible individual. We spoke to three service users privately and met and observed others. Prior to the visit we analysed other information we have about the home, including their Annual Quality Assurance Assessment that they sent to us when we asked for it. We also received six surveys from residents of the home and three from staff. One pre-admission assessment was looked at, it was clear and detailed. The assessment included a full medical history, information about the persons care needs, a social history, interests and hobbies and cultural and spiritual needs. Three care plans were looked at. These are drawn up from the initial assessments undertaken prior to moving in. They were detailed and seen to be kept under regular review. They contained information about support needed for personal care and personal preferences about food and drink. Psychological, emotional, physical and social needs were included. A biography, with photographs forms part of the care plan enabling staff to know about the whole person and ensure that care is given in an individualised and person centred way. Risk assessments were seen and these covered risks such as falls and personal safety. During our inspection we observed residents being supported in a respectful, kind, friendly and personalised way. Independence is encouraged in the home and we saw that people are able to get up and have their breakfast at different times. Care plans reflect individual preferences, such as how a person wishes to spend their evenings. Daily records showed that care plans are followed to support this. Three residents were spoken to privately. Residents, when asked, confirmed that they were treated with respect and that staff were patient, friendly and kind. They said they felt safe and well cared for. When asked if they felt staff understood them they said yes. Residents showed signs of well being in how they were dressed, clean shaven and how they moved around the home and spoke to staff. They told us that they can use their call bells to get staff assistance whenever they need it. The six surveys received from residents were all generally positive. They all said they always receive the care and five said staff are always available when they need them, one said they usually are. The storage and recording of medication was sampled. The records seen were accurate, up to date and no errors or omissions were noted. The storage for medication was seen to be suitable and in line with current guidance. An inspection of medicines was undertaken by the dispensing pharmacy in March this year. The report from this inspection was seen and showed all aspects had been looked at including storage and recording of controlled drugs. Two recommended action points came out of the report. Care Homes for Older People Page 4 of 9 We saw that the home had updated its policies on Medicines Management and Homely Remedies. During the inspection there were suitable numbers of staff on duty to attend to the needs of service users and spend time with them socially. Residents spoken to said there were enough staff on duty during the day and night to meet their needs. Residents surveys confirmed this. Two staff surveys said there are always enough staff to meet individual needs and one said there usually is. Staff were observed interacting in a positive and respectful manner at all times. They responded to requests from residents and were caring and polite. The homes AQAA tells us they have a robust recruitment and training programme. Staff surveys we received confirmed this. We sampled the recruitment records of three new staff. We found that all had filled in an application form, one had only one written reference and in two cases the criminal record check was dated after the start date of the employee. During the feedback Jo Randall, the responsible individual, said she had received verbal confirmation of criminal records prior to start dates, however this had not been recorded. She also said she had taken three or four verbal references for the employee with only one written reference. It was agreed by the registered manager and responsible individual that records would in future be kept for these instances. A requirement has been made regarding ensuring their recruitment procedures are followed. In their AQAA the home tells us that all staff receive mandatory safeguarding training. They tell us their risk assessing processes are realistic and residents and families are involved which cuts down on complaints. There is a multi-disciplinary approach to risk taking and deprivation of liberty assessments were seen to be undertaken if necessary. The home has shown through notifications to us that they have an open and proactive approach to complaints and safeguarding issues. They work well with other professionals to protect people whilst promoting their rights and independence.
