If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Rutland home is currently registered to provide care and accommodation for up to eighteen older people. The home was purchased in March 2008 by the current owners who also own two other care homes within the Surrey area.
Annual Service Review Page 2 of 6 The home is located a short distance from the centre of Reigate on the main A 25. It is a large attractive converted period property set in its own secure garden. The premises are presented across two floors with access to the floors above ground level via stairs or a stair lift. . Some bedrooms provide en suite facilities and others have wash handbasins, there are toilets and a bathroom on each floor, one bathroom has an assisted bath. Communal space consists of a lounge/dining room on the ground floor and a further upstairs lounge. The garden has an accessible patio area and paths. There is parking for several cars at the front of the house. The fees for residential care are currently £500 to £650 per week, depending on the services and facilities provided. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Any information we have about how the service responded to and manages complaints and safeguarding adults referrals. The previous key inspection which was undertaken on the 5th August 2008 with the home rated as providing a GOOD service, and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations, such as the local authority. Information from people that use the service or from those that visit it. This was obtained by the Care Quality Commission sending out surveys to the home and four were returned to the Commission and their contents are included in these assessments. In addition the service development manager, was contacted by telephone for up to date information about the service and to feedback some of the comments given by residents and relatives through completing the surveys sent to the home. What has this told us about the service? The home returned the annual quality assurance (AQAA) outside of the date in which it was requested. This provided information about what was happening in the home and further developments that are planned for over the next 12 months that will benefit the people that live in the home. This includes the re-registration of the home to that of a nursing home and significant structural changes to the premises. A staff member fedback there are nice plans for rebuilding in the future to improve room environment and services. The home has been without a registered manager for over a year, with the provider and senior organisational staff providing managerial cover in the meantime. The provider reported that a person has been appointed to now manage the home and they are about to submit an application to the Commission as part of the overall application to re-register the home as a nursing home. There are currently four residents residing at the home. The previous key inspection was positive. The home was noted to do particularly well in the following areas admission process, care planning, providing a well balanced and nutritious meals and in the training and support of staff. Annual Service Review Page 4 of 6 A good practice recommendation was made at the previous inspection, which was to improve opportunities for residents to access the community. The service development manager confirmed that an activities co-ordinator visits the home two days a week and there are plans for the organisation to purchase suitable transport to enable residents to go out. Surveys were sent out to the home for distribution to residents, staff, health care professionals and relatives or other stakeholders involved in residents care, who all overwhelmingly spoke positively about their experiences at the home and a sample of their comments includes Rutland home staff have a sensitive approach to my mothers needs and give the physical and emotional support necessary to a very frail elderly person the residents are well fed always clean and look happy, the carers take time to talk to residents and sit with them. The AQAA indicated that there is a quality monitoring process in place to enable the views of residents and stakeholders involved in their care to be actively sought, listened to and any actions taken to improve service delivery. This has resulted in changes to the environment, religious services, menus and activities. The AQAA indicated that there have been a number of improvements to the service over the last twelve months. This includes the development of an organisation news letter and website to keep residents, staff and stakeholders involved in residents care, informed of news and events. Staff have undergone training in end of life care and there has been an appointment of a Customer Liaison and Marketing Manager to market the home. An assessment has also been undertaken of the building by an Occupational Therapist to assess the suitability of the services and facilities for nursing needs. The home continues to notify the commission of certain events that involve and effect residents, this includes accidents. There have been no safeguarding adult protection referrals or complaints made about the home since the previous inspection. The information provided by the home and other sources confirmed that the Commissions judgment is that the home is still providing good outcomes for residents. What are we going to do as a result of this annual service review? Due to the major changes potentially occurring at the home it is recommended that a key inspection should be undertaken by the 15th February 2010.
