Silverdene is a privately owned residential home which is registered to provide personal care and accommodation for six people with a learning disability and one person with a physical disability. The accommodation is also part of the registered provider`s family home and residents are treated as part of the family. The property is a large `dorma` bungalow with a separate detached property, which has been recently built to the rear of the main house. The main house can accommodate 5 residents in ground floor single rooms and the detached external extension building can accommodate a further 2 residents. All bedrooms are single and are furnished to a very high standard. One room has a purpose built en-suite shower room to meet the needs of the individual resident. One large lounge area was available for residents to use. A well-fitted kitchen and dining area was available which led out to a separate utility area to accommodate the laundry facilities.

What the care home does well We found through, reading care plans, daily records and speaking to people, that staff provided personal support to those living at Silverdene in a way that they preferred. We saw that people were supported to achieve an excellent standards in personal care and grooming. We found that routines in the home were flexible and dependant on peoples individual choice. We found that people were supported to access specialist and routine health provision. We found that care staff sought the advice and input of different health care professionals. Records and reports confirmed that staff followed the instructions that were provided. We saw that each person has a summary of their needs available so that this can be included in information provided if the person needs an emergency hospital admission. We saw that staff successfully monitored peoples illnesses and documented changes in health needs and the action taken to treat any condition or prevent further deterioration. We checked the management of medication at Silverdene and found that this was in keeping with the Royal Pharmaceutical guidelines. We saw that medication was signed in and out of the home. We found that medication was stored securely, and we found that there was a record of the medication administered to people living at Silverdene. We saw that if a medication that was refused was also recorded. The training record indicated and staff confirmed that regular medication training was provided by both a training company and the pharmacist who provides the medication. We found that the manager has introduced a complaints record folder which is to be usedby staff. We looked at the information about a complaint that had been made. We saw that the concerns had been fully investigated in keeping with the homes complaints procedure. The manager had also sent CQC detailed report about the investigation and the changes that would be made in response to some of the issues highlighted. We found that the Adult Protection policy was robust and provided staff with useful information about how to respond to different adult protection matters. The policy also informed staff of who they should contact if they had a concern. We found that the Protection of Vulnerable Adults training that had been booked for March 2010 had been unavoidably cancelled. We also noted, however, that all staff had received this training in 2009. We interviewed a member of staff on the topic of adult protection. She told us that the training she received in 2009 had reminded her of the way people should be shown respect and the different types of abuse, the training also set her thinking about the rights and abilities of the young people living at Silverdene. This person understood that it was important to take what people told her seriously. And she was aware that it was essential to record concerns and raise matters with the manager or social services. People using the service said: `They look after me well and make sure my skin doesn`t breakdown.` ; `I go shopping for her own clothes.` And `People talk to me properly and listen to what I have to say. I am entertained and we sit and have talks. I like living here and I also like all the staff I feel safe here.` What the care home could do better: We found that staff have not received Mental Capacity Act 2008 and Deprivation of Liberty Safeguarding training. We assess that this training is essential to ensure that all concerned are aware of, the relevance and application of this legislation, and their role in promoting peoples right to make choices in all aspects of their lives. This matter was discussed with the registered manager. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: We conducted this random inspection as a compliance check in relation to the excellent rating awarded to Silverdene at the previous key inspection on the 30th April 2007. We looked at the Care Homes for Adults (18-65), National Minimum Standards outcome areas for Personal and Healthcare Support and Concerns, Complaints and Protection. The inspection involved assessing the information we had received about the service since the previous inspection in 2007. This included notifications or events that the manager has told us about, information from other sources such as social services, health workers or people using the service. We also considered the outcome of the previous key inspection we conducted in 2007. We received five completed Care Quality Commission (CQC) surveys from staff and seven surveys from service users. We visited the Silverdene unannounced, meaning that the registered manager and staff members did not know we were going. We examined the care plans, risk assessments, daily records and other documents concerning this person. We talked to people living at Silverdene and members of staff.
