We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. Minimum staffing levels as specified in the Notice issued under Section 25(3) of the Registered Homes Act and dated 12 July 2000 shall be maintained. Service users requiring care by reason of old age shall be aged over 60 years. Service users requiring care by reason of physical disability shall be aged over 18 years and shall be accommodated on the first floor of the building The overall number of service users for whom accommodation is provided at any one time shall not exceed 58 (a maximum of 48 older people and 10 younger adults with a physical disability). Southbank Nursing Home provides 24 hour nursing care and accommodation for 48 older people and 10 young adults with a physical disability. The home consists of two large detached Victorian buildings where an indoor link corridor connects them. Southbank is the first building, which contains the Young Disabled Unit, and Delamere is the name of the second building. In the Southbank building there are 19 bedrooms (4 were not occupied due to difficult access). Five of these bedrooms were double rooms. Bedroom accommodation in Delamere consists of 16 bedrooms, 8 of which are double rooms and 8 single rooms over 3 floors. Passenger lifts were available in both buildings. The home is within easy reach of Altrincham town centre. The fees charged range from £498-£1,169 54 (Young physically disabled) with additional charges for hairdressing, personal toiletries, newspapers and magazines. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information we had, or had asked for, since the last key inspection which was on the 3rd and 4th June 2008. This included the following; The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. The AQAA also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints or adult protection issues. What the service has told us about things that have happened in the service that are called notifications and are a legal requirement. The previous key inspection. Any relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The returned annual quality assurance assessment was well written, providing a lot of information about the service. It gave us all the information we asked for and it was evident the manager has a clear view of how she wants to continue to develop the service and the areas she is working on to improve the service for the people living there. We looked at the information in the AQAA and feedback from people who use the service and our judgement is that the home is still providing a good service. The two recommendations for good practice made at the last inspection have been addressed to review the deployment of staff and to follow the refurbishment and redecoration plan. A large refurbishment programme is currently in place to improve the environment for all people living at Southbank. We received comments from four members of staff. The staff surveys showed that the four staff do not feel there are enough staff to meet the individual needs of all the people who use the service. One person stated they were always given up to date information about the needs of the people they support or care for, two people said usually and one sometimes. One person added, Residents complaining that when they want to go to the toilet there are no staff available. Concerns were expressed about the manager of the service in these surveys. Staff did not feel well supported. Since the last inspection, the Commission for Social Care Inspection has not been involved in any protection investigations in respect of this home. One complaint in relation to the deployment of staff and the number of people awakened early in the morning was not upheld by the service provider. The four staff members who returned surveys said they were being given training relevant to their role. The home continues to let us know about things that have happened since our last key inspection. The Commission will take steps to discuss the concerns raised by the staff members following the surveys returned. What are we going to do as a result of this annual service review? However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
