Care Homes for Older People Page 3 of 8 What we found: We carried out this inspection to check whether the provider and acting manager have complied with requirements and recommendations made following recent inspection visits to the home. Before the visit, we looked at the Annual Quality Assurance Assessment (AQAA) and any changes to how the home is run. We also checked information that has been shared with us by other professionals with an interest in the service, as well as any surveys returned to us. An unannounced visit was made on 09 June 2010. During the inspection we spoke with the acting manager. We looked at some records that must be kept by the home and at any improvements that have been made since the last inspection. The acting manager and her staff team worked with the inspector in a positive, constructive and open manner, and provided every assistance in facilitating the inspection. Staff were polite, courteous and respectful, and treated people in a respectful and dignified manner. There was a pleasant atmosphere and it is clear that staff have developed warm and caring relationships with the people they care for. An Expert by Experience attended the inspection and consulted people about the quality of care they receive. The Expert by Experience spoke with a number of service users and relatives present in the building at the time of their visit. The Expert by Experience reported that people are satisfied with the quality of care and support they receive. People told the Expert by Experience that staff are attentive to their needs and look after them well. The Expert by Experience did not identify any concerns. The home has continued to make improvements to the quality of the services it offers. For example, the homes service user guide has been reviewed and updated and will soon be available, upon request, in a variety of languages. Regular internal audits are now being carried out to make sure that the companys policies and procedures are being implemented. Additional support hours have been provided to help improve the delivery of the homes social programme. The home has access to a bus and a rolling programme of outings has been introduced. External courtyard areas are being improved to provide pleasant and accessible outdoor areas. Areas of the home have been redecorated and refurbished, and equipment replaced. A deputy manager has been appointed to help strengthen the day-to-day management of the home. The home has two moving and handling co-ordinators to help support in-house training. All staff have updated their moving and handling training. Each individual has a support plan that sets out how staff will meet their assessed needs. Peoples care records contain suitable care plans and supportive risk assessments. The home is clean, safe and tidy. No unpleasant odours were detected or health and safety concerns identified. The acting manager has prepared an infection control action plan and 12 staff have received training in this area. However, it was identified that some policies and procedures have not been reviewed during the previous 12 months, including the homes communicable diseases and infection control policy. Following the last inspection visit, the provider was asked to introduce a system to make sure that any actions identified following medication audits would be followed up. This recommendation has been met. The acting manager has introduced daily and weekly Care Homes for Older People Page 4 of 8 medication audits, and implemented a system for flagging up and addressing concerns. The provider was also asked to review lunchtime meals to ensure that people who use the service receive wholesome, nutritious and well prepared food. Good progress has been made in meeting this requirement. A review of the homes menus has been completed to improve their nutritional content. The inspector joined a service user for their lunch time meal. The food was presented in a manner which enabled the person to eat their meal safely. The meal contained a good nutritional balance. The staff member present was knowledgeable about the persons nutritional support needs and how to meet them. The person was supported to eat their meal in a reassuring and patient manner. The Expert by Experience reported that the lunch time meal was tasty and nicely presented. They also said that people enjoyed their lunch time meal and staff provided people with support which met their needs. The provider was also asked to ensure that all staff update their safeguarding training. Good progress has been made in meeting this recommendation. All staff have either completed, or are about to complete, safeguarding of vulnerable adults training.
