The Old Rectory is registered to provide care and accommodation for up to 26 older people. Mr. And Mrs. Blundred are the registered providers and Mrs Blundred is the registered manager in day-to-day control of the home. Many of the twenty strong staff team have worked at The Old Rectory for a number of years. According to its aims and objectives the Home provides an environment in which dignity is maintained, independence encouraged and privacy respected. The Old Rectory is a detached three storey Victorian house situated in a residential area in the village of Dymchurch. There is bedroom accommodation on three floors. There is a passenger shaft lift and stair lift for those who cannot manage the stairs. The Home is located in a village but with easy access to public transport. The nearest amenities (church, shops, post office and public house) are within walking distance for ambulant residents. The Home has facilities for car parking to the side of the property. The enclosed garden is well maintained and accessible for residents.

What the care home does well The home now has a designated care coordinator who reviews the care plans and makes sure that the staff, visiting professionals like district nurses and care managers use them. People said they are supported to stay well. "They provide everything I need." "Make me feel well cared for." There is clear information about people`s health needs for the staff to refer to and the manager makes sure that health care professionals are involved when needed. All staff are fully trained in personal care and most hold or are working towards a national vocational qualification (NVQ) level 2 or 3 in care. The medication procedures are clear and safe. People are supported to take their own medication if they wish to.There is a regular programme of activities to keep people occupied. There is a cupboard full of equipment, entertainment is arranged in the home and events are organised. People told us of the recent Elvis impersonator who came and sang to them and a trip to Port Lympne Animal Park. The staff are developing the range of activities. Two of the staff have attended a course on activities and they are planning to include some light housework if people would like to do this. There is an organised procedure for responding to complaints. There is a complaints log for both serious complaints and everyday grumbles. There have been no serious complaints. People said they are happy and the manager listens to them. The home also provides information on local advocacy services. Meetings are also held in the home for people to express their views. Staff have attended Adult Protection/safeguarding training and Mental Capacity Act 2005 and Deprivation of Liberty (MCA/DOLS) training. Suitable provision is made to make sure people are kept safe. This includes having a system to deal with exceptional circumstances when someone may need to have aspects of their liberty restricted. Sensible things are done to promote people`s health and safety. This includes making sure that the fire safety equipment complies with the requirements of the Kent Fire and Rescue Service. It also includes ensuring that the kitchen meets the standards set by the local Department of Environmental Health. Hot water temperatures are tested regularly and there are restrictors fitted to prevent anyone scalding themselves. People told us that that this is as close to their home as they could wish for. The home was clean and smelled fresh. People said they enjoyed the conservatory and sitting out in the garden in warmer weather. The garden has recently been landscaped with a spacious paved area to provide a level area for people to walk out safely. The home is managed well and the people living in the home said that they really like the owners and find them approachable. They said "they all so lovely here," "evryone is nice" and "the food is always really good." What the care home could do better: The owners know what needs to be done. They already have an ongoing plan for further development and improvement of the service. They take the views of the people living in the home into account and listen to general feedback about the service. So they should continue with their process which is effective. This means that the people who use this Service experience excellent quality outcomes. The information we have for The Old Rectory, including from our previous visits to the service suggested that the home has maintained its high standards and has consistently provided an excellent service. We therefore decided to carry out a random inspection visit, although we could have changed this to a key inspection visit if we needed to. Before we visited the home we sent out some surveys to get feedback from the residents and other people who visit the service. We received 15 surveys back with comments that told us a little more about the service and which we took into account when we carried out our visit. We also looked at the information provided by the Registered Provider in its self assessment. This is called the Annual Quality Assurance Assessment (the Assessment). We received it on time and it was adequately detailed giving us all the information we asked for. We also considered any information that we have received about the service since our last Annual Service Review. We did this on 23rd April 2009. This was an office based activity when we examined all of the evidence we had at that point about how things were going in the service. We visited this home without telling anyone we were coming. We arrived at about 11 oclock in the morning and stayed for around 4 hours. It was a focused look at key areas of how well things are going. During the visit it was confirmed that the home continues to provide excellent outcomes for the people living there. We spent some time with the residents and they told us about their lifestyle in the home. We talked to the staff and the owners. We looked at some of the paperwork. This included 4 care and support plans, the complaints log, minutes of some of the meetings, some of the staff records, like training plans and records and some of the health and safety records like the fire safety checks and water temperature checks. We had a look around the home with one of the residents and also later with the registered manager. We also looked at the medication and talked about the procedures with the registered manager.
