The current proprietors are Mr and Mrs Camiah, who have been registered care home providers for a number of years and have owned this home since 2002. The building has been converted from its original use as a domestic dwelling. The accommodation is arranged over three floors that have additional levels to the upper floors. Rooms on the upper floors are accessed by a series of staircases and a shaft lift.

What the care home does well We saw that the people who live at Waterloo House and the staff have good, friendly, caring relationships, and that staff treat people with respect. People living here told us they were quite content. They said the staff are good and the meals are nice. We observed lunch being served and saw that 2 people chose to eat something as an alternative to the meal on the menu. Staff appropriately assisted and encouraged some people with their meal. Each person has a care plan. We loooked at 3 care plans and found that the plans give sufficient detail for staff to be able to offer each person the care they need, in the way they want it. The plans had been regularly reviewed, and included appropriate risk assessments. Brief daily notes are kept. Staff felt that the home was able to, and did, meet the needs of all the people living here. The staff told us that several people are assisted to transfer using a standing hoist, so one is kept on the ground floor and one on the top floor. Only one person cannot stand and needs a hoist for all movement. We saw that staff were using the hoists appropriately. Staff told us they receive all the training they need. Moving and handling training was taking place in the home on the afternoon of our inspection. They also get supervision from one of the senior staff, and an annual appraisal. All the staff we spoke with had worked at the home for a number of years and all seemed proud to be working here. The home employs an activities coordinator and we saw that some activities were taking place. Staff administer medication. We looked at how this done and found everything to be satisfactory. Audits of medication are carried out daily so that mistakes, if any, can be identified and rectified quickly. The manager told us that the recommendations made by the fire officer following his visit in May 2010 had all been met. The office now has internet access. What the care home could do better: Overall, we are satisfied that Waterloo House is being managed well, and in the best interests of the people who live here. However, there are a few things the home could do better and we discussed these with the manager. The staff rota did not include agency staff, so did not accurately reflect the staff who had been working in the home. Some personal information about people who live here had been recorded in a communication book, which is not good practice. Minor defects noted in the maintenance of the building, such as a missing toilet seat, a damged commode, missing alarm pull cords, and so on must be rectified. We saw that some of the bedroom doors were (or had been) held open with items such as a towel or furniture: if the door needs to be held open, this must be done using a device approved by the fire authority. Staff personnel records held in the home must include a proof of identity, and a photograph, and all the required information about agency staff who work at the home must also be kept. We have not made requirements about these issues as we are confident that the manager and acting manager will ensure that all the issues are put right. We will check on these at our next inspection. Care Homes for Older People Page 3 of 8 What we found: We (the Care Quality Commission) carried out this unannounced random inspection of Waterloo House on 13/07/2010. The purpose of this inspection was to make sure that Waterloo House was being run properly, as we had recently had serious concerns about the providers other care home, Shakespeare House. At the time of this inspection the manager of Waterloo House, Patricia White had been seconded to Shakespeare House to sort out the problems and manage the home until a new manager could be appointed. The deputy manager, Alice Prince, was acting manager at Waterloo House. We spoke with a number of people during the inspection, including the manager, Patricia White (who arrived soon after we did), the deputy/acting manager, people who live here, and staff. We walked round some areas of the house, looked at some of the records the home has to keep, and checked the way medicines are administered.
