CSCI found this care home to be providing an Good service.

The inspector found there to be outstanding requirements from the previous inspection report. These are things the inspector asked to be changed, but found they had not done. The inspector also made 3 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well

People get the support and assistance they need. They are free to do what they want. The accommodation is homely and welcoming. The Manager is based in the Service and he knows what is going on. Previously, we said that the Registered Provider needs to apply to us the register him in his job. This is important because we need to take a through look at how he intends to manage things. Since out last visit, he has applied to us for registration. This was done by the time we said. People are helped to stay safe.

What the care home could do better:

The Service is fitted with a fire safety system that meets the national standard. This should provide a high level of protection. This means that if there is a fire it should be quickly detected so that it can be dealt with. It`s important that the system be checked now and then to make sure that there is nothing new that might make it less effective than it should be. Previously, we said that the necessary assessment needed to be completed and sent to the Kent Fire and Rescue Service. This is so that we know that everything is okay. We said that this should be done by 1 September 2008. The Manager says that most of the assessment has been done. However, he says that there are one or two ends still to tidy up. He says that this will now be done and that a copy of the assessment will be sent both to the kent Fire and Rescue Service and to us by 1 December 2008. Another fire safety thing we noted before, involves the need for all members of staff to have regular fire safety training. This is important because the actions staff take directly affect the overall level of fire safety protection in the Service. The fire safety training was quite a bit overdue. The Manager says that arrangements have now been made for all members of staff to attend the necesary training by 1 December 2008. It`s necesary to check the electrical wiring every few years to make sure that it`s safe to use and doesn`t need changing. Previously, we noted that this check appeared to be overdue. No one was quite sure if it had been done by the Registered Provider`s landlord or if the Registered Provider had to do it. We asked the Registered Provider to get this sorted out. The timescale for doing this has now passed and so it should really have been done by now. However, it can be difficult to agree who should be doing what when registered providers have landlords to deal with rather than when they just own a building themselves. Therefore, we have agreed an extension to the orginal timescale. The Manager says that the necessary check will now be completed and that a copy of the certificate will be sent to us by 1 January 2009.

The premises are a detached property. Each of the people who live in the Service has their own bedroom. All of the bedrooms have a private wash hand basin. One of them also has a private toilet and bath. There are two lounges and a dining area. There is quite a large kitchen. At the back of the property there is a conservatory that leads out into a small enclosed garden. The Service is located in a residential area. It is within easy walking distance of Dover town centre. To one side of the property there is a busy road and there is quite a lot of traffic noise in the garden and in the conservatory. People who might want to move in can get information in several ways. There is also a document called a Statement of Purpose. This gives a more detailed account than is in the Guide. The Registered Provider ensures that a copy of our most recent Inspection Report is available in the Service. Care Homes for Adults (18-65 years) Page 3 of 10 What we found: We looked at what the Registered Provider has done to sort out some problems that we noted when we were last in the Service. We only looked at things that should have been sorted out by the time of our present visit. When we were in the Service we spoke with the Deputy Manager and with one of the support workers. We looked at various documents and records. We saw some parts of the accommodation. The Manager was not there and so we phoned him after our visit to check up on some points of detail.
