What the care home does well

Both resident`s living at this home are well looked after. They live in a normal family environment as members of the family and are involved in decision making about the running of the home and their own lifestyle. Both residents said they liked living at the home and confirmed they had regular contact with their own families. One resident said, " I am really lucky. I have two families and get taken out a lot. We are going to the pub tonight for our tea". Another resident said his own family visited him at the home and were able to stay overnight. Both residents attend a day centre three days a week and said this was something they enjoyed. Both resident`s were able to describe how decisions are made about family holidays and their involvement in these. One resident informed the Inspector they had recently returned from a holiday in Whitby. The resident said, " We had a great time. I really enjoyed it and we are talking about going again. One resident who is a keen football fan said he managed to get to watch his team when they play at home. The resident also informed the Inspector he liked shopping at the Football club shop whenever he gets the chance. The Inspector noted the residents bedroom had been personalised with items purchased from the shop. Both residents said they enjoyed the food provided by the home.

What has improved since the last inspection?

There have been improvements made to the environment since the last inspection with a number of rooms having double glazed windows fitted. Both residents said they were happy with the improvements. The owner of the home has completed a first aid course.

What the care home could do better:

The owner of the home should ensure all records are stored safely and are available for inspection at all times.

The two residents living at the home when this inspection took place have lived with the owner for over 20 years. The home is run as a normal domestic household and not a residential care home. Both residents participate in all normal family activities. Both residents have their own individual rooms with evidence of personal hobbies and interests in the personalisation of their rooms. This inspection was announced and took place over three hours. The inspector spoke to the owner and both resident’s living at the home. A full tour of the premises was undertaken with one resident. JUDGEMENT – we looked at outcomes for standard(s) 6, 7 and 8 Promotion of residents health, personal and social care is taken seriously and closely monitored to ensure they are met. EVIDENCE: An individual care plan has been produced for both residents to ensure all aspects of their health, personal and social care needs are met. Both residents had been involved in setting out the care plan, which had identified their personal choices in respect of opportunities for personal development, contact with family and involvement in leisure activities. One resident was able to describe to the Inspector how a change in his health had been identified by the homes owner and the action taken by the home to resolve the problem. Both residents confirmed they are involved with decision making within the home as normal family members and their views are listened to. One resident said, “We have recently returned from a holiday in Whitby. We looked at the brochures together and were able to say where we wanted to go. Service users have opportunities for personal development. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12, 13, 14 and 17 Education and employment opportunities are promoted to ensure the residents have opportunities for personal development. Meals are well managed and provide daily variation for person living in the home. EVIDENCE: The home encourages both resident’s to pursue education and employment opportunities and these are described within the care plan. Both residents attend a local day centre three days a week and are able to pursue leisure interests and education opportunities. One resident said, “I like attending the centre. I like cooking and gardening and can also go on the Internet to see how Blackpool Football Club are doing. I’m a big fan. I go to all the home games”. The Inspector observed a certificate on the residents bedroom wall confirming he had recently completed a British Red Cross Basic First Aid Course. The resident said he had enjoyed attending the course but the best thing was being presented with his certificate at Blackpool Football Club. One resident said, “We all eat together as a family. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19 Promotion of health is taken seriously. The resident’s welfare is closely monitored and health needs were met. EVIDENCE: At the time of this inspection one resident had a health problem, which had been identified by the homes owner and appropriate action was being taken to resolve the problem. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24, 25, 26, 27, 28 and 30 The home has a planned maintenance and renewal programme for the redecoration and refurbishment of the home to ensure the resident lives in a comfortable, homely and safe environment. EVIDENCE: Since the last inspection the owner of the home has made improvements to the environment with a number of bedrooms having new double glazed windows fitted. Both resident’s bedrooms have been decorated and personalised to their own choice. One resident who is keen football fan had posters and bedding of his favourite football team. Both residents had their own TV and music systems and said they enjoyed spending time in their own rooms. The lounge and dining areas have been decorated and furnished for the comfort of residents. The home also has a games room with fruit machines and football game. Both resident’s said they enjoyed the games room. JUDGEMENT – we looked at outcomes for standard(s) 41 Records required by regulation are not stored securely ensuring the protection of residents. EVIDENCE: At the time of this inspection care plan records that had recorded the daily routines of both residents and significant events in their lives were unavailable for inspection. The owner of the home informed the Inspector the records were being retained in a lockable cupboard but the key had been misplaced.
