No other residents may be admitted in the category DE(E). 23rd September 2005 Date of last inspection Brief Description of the Service: 45 Westridge Road is a small care home, for people over 65 years of age. The home is registered to accommodate three people. The home is situated in a residential area of Southampton. Accommodation comprises three single bedrooms with en suites. The home is well maintained, very homely and decorated to a high standard. Service users have access to a lounge/ diner and sunroom. Service users have access to the home’s transport and therefore have the opportunity to get out and about in the community. This is an overview of what the inspector found during the inspection. This was the second inspection carried out for the year April 2005/06. This inspection was unannounced and took place on the 23rd February 2006. The purpose of this visit was to carry out an inspection of the home and follow up on requirements made at the last inspection. Both reports should be read for an overview of how the home is meeting the standards. Evidence for this inspection was obtained from discussion with residents, the manager and her son, observation of care practices and an inspection of files and records. A tour of the premises took place that included looking at service users’ bedrooms and communal areas of the home. Verbal and written feedback was given to the manager at the end of the inspection. At the time of this inspection there were only two residents living at the home. What the service does well: What has improved since the last inspection? What they could do better:

Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3, 4, 5 and 6 Improvements made to the home’s admission and assessment procedure ensure that they can meet people’s needs prior to them moving in. EVIDENCE: 45 Westridge Road does not provide intermediate care. This standard is therefore not applicable and was not assessed. Improvements have been made to the home’s admission and assessment procedure since the last inspection. This should safeguard against anyone being admitted whose needs cannot be met. The home currently has a vacancy and the manager was in the process of assessing a new referral. From discussion with the manager and inspection of the assessment documentation the inspector was satisfied that assessments were now being carried out satisfactorily. The inspector also checked documentation for a person admitted to the home since the last inspection and found it all to be satisfactory. Prospective residents and their families have the opportunity to visit the home to assist them in making a decision whether the home will meet their needs and preferences. One resident told the inspector that they had visited the home and looked around and decided that they did not want to go anywhere else.

The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7 and 11 Residents receive a good level of support with their personal and health needs. A high level of care, respect and sensitivity is shown towards residents during their final days. EVIDENCE: The home continues to develop and improve on the standard of recorded information contained within care plans. Care plans were in place for both residents currently living at the home. In addition to this they were developing a ‘life history’ and details of preferred daily and weekly routines for the most recent resident to supplement the existing information. Residents told the inspector that their care needs were being fully met and that they were happy with the level of care and support that they received. The manager demonstrates a high level of sensitivity to the needs of residents and their families during their final days and at the time of death. Residents are able to spend their final days in their own rooms providing that care needs can continue to be met. The manager had recently held a funeral at the home following the death of a resident. This also proves beneficial to remaining residents enabling them to gain closure and deal with the loss. Letters of compliment were seen from family and friends of the deceased thanking the manager for the care and consideration that she had given. The

Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 15 The meals in this home are good offering choice, variety and catering for individual likes and needs. EVIDENCE: Residents reported that the standard of food in the home was very good. One person commented “The food is very good, we have lots of fresh vegetables and plenty of fruit. What they dish up I like”. Both residents said that they had plenty to eat. On the day of the inspection both residents were being prepared different meals according to their own preference. Meals were observed to be unhurried and peaceful. Residents have a choice of where they prefer to eat. On arrival at the home one resident was observed to be taking breakfast in his own room. Records of food provided are well maintained and demonstrated that residents are offered a nutritious and varied diet and according to individual likes and dislikes. Food hygiene standards are maintained and fridge and freezer temperatures are monitored and recorded twice daily. Residents have the opportunity to assist with meal preparation should they so wish and this was observed to be carried out in a safe manner appropriate to the individual’s level of need. 45 Westridge Road DS0000011543.V285805.R01.S.doc Version 5.1 Page 12 Complaints and Protection

JUDGEMENT – we looked at outcomes for the following standard(s): 18 Residents are safe and well cared for. The manager does however need to increase her knowledge of adult protection procedures. EVIDENCE: Residents told the inspector that they felt safe and well looked after at the home. Most policies and procedures were in place at the home for the protection of residents apart from a copy of the local authoritys Adult Protection Procedure. JUDGEMENT – we looked at outcomes for the following standard(s): EVIDENCE: Standards 19, 20, 21, 22, 23, 24, 25 and 26 were assessed at the last inspection and on that occasion found to be satisfactory. JUDGEMENT – we looked at outcomes for the following standard(s): 27, 28, 29 and 30 Staffing levels are sufficient to meet the current needs of residents. EVIDENCE: At the time of this inspection there were no staff employed in the home. The proprietor and her son currently staff the home. The manager lives within the home and her son is on the premises daily. At present it would appear that this level of staffing is sufficient. The manager’s son is currently undertaking an NVQ level 4 course. No additional staff had been employed or had worked at the home since the last inspection. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 33 and 38 The home is safe and run in the best interests of the residents. EVIDENCE: The inspector was informed that the views of service users are ascertained through informal discussions. The inspector was satisfied that due to the size of the home and the daily contact between the manager and all service users that this was satisfactory. From discussion with residents they were clearly satisfied with all aspects of life within the home. The views of families and representatives of residents are sought and the inspector saw several letters of compliment from relatives. All aspects of the home appeared to be safe. Fire detection equipment is regularly tested and service contracts are in place for any equipment.
