This inspection was carried out on 23rd August 2005.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Decoration and furnishings are maintained to a high standard with each room individually decorated and provides the residents with a comfortable homely environment with luxurious surroundings. The staff team is small with the same personnel for a number of years ensuring stability and excellent knowledge of the residents needs. The homeowner owns a large static caravan in Scotland and provides the residents with regular holidays throughout the year.

What has improved since the last inspection?

New furniture has been bought for the lounge areas ensuring the comfort of the residents is maintained.

The home is situated near the centre of Blackpool in a residential area close to local amenities and bus routes. The home is a large semidetached house with ramp access at the rear of the property and seating is provided. There are single and double rooms available with a shower provided in one of the single rooms. There are two lounges with a dining area and seperate kitchen. This inspection was unannounced and started at 09.15 am and took place over 2.5 hours. The Inspector spoke to the homeowner. The residents were not at home during the inspection due to holidays and no staff was available for discussion. Most of the core standards were not assessed however they will be addressed at the next inspection. A tour of the premises was undertaken. Discussion with the homeowner, examination of the homes documentation, policies and procedures and examination of a staff members file formed the basis of the inspection. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 22 and 23. Arrangements for complaints are comprehensive and would be taken seriously ensuring people feel listened to. EVIDENCE: The home has a detailed complaints procedure, which is made available to all residents on admission and displayed in the Statement of Purpose and Service User Guide. There have been no complaints since the last inspection. The home has a procedure in place for dealing with allegations of abuse. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24 and 30 The home was homely, clean and tidy and maintained to a high standard ensuring the residents comfort and safety in pleasant surroundings. EVIDENCE: A tour of the building found it to be clean and tidy. The property is maintained to a high standard and examination of maintenance records showed there is a rolling programme of general repairs and renewal of the premises ensuring the comfort and safety of the residents is maintained. Evidence of individual items of the residents was observed around the home and in the bedrooms ensuring the homely atmosphere is maintained. There is a access to wheelchair users if required with sufficient space through doors, bathrooms and communal areas. This was evidenced whilst touring the premises. The homeowner has laundry policies in place for the protection and control of infection. JUDGEMENT – we looked at outcomes for standard(s) 35 The policy and procedures for the recruitment and training of staff are robust and provide safeguards to offer protection to the residents. EVIDENCE: There is only one permanent staff member, two part time staff and a domestic employed at the home. However one staff file seen contained the necessary recruitment checks to ensure the protection of residents. Each member of staff has an individual training programme with evidence on record of courses completed. The staff and homeowner have years of experience of caring for people with learning difficulties and evidence of courses attended in this area were available for inspection ensuring the management and staff have the competencies and skills to provide the support and care the residents require. JUDGEMENT – we looked at outcomes for standard(s) 42 The home is well managed and run in the best interests of residents. EVIDENCE: Examination of records for residents confirmed they are comprehensive, well written and up to date. Records of money being handled by the manager for residents were up to date, explaining the reason for any expenditure and the balance of the money that was being retained. Inspection of records indicated regular tests to emergency lighting, fire procedures and extinguishers had been carried out ensuring the safety of residents and staff is maintained.
