Briardene is situated in the centre of Harrogate town and has good access to the towns facilites. Briar Dene is owned by Apple Walk Homes Ltd. This is an overview of what the inspector found during the inspection. This inspection was unannounced and took 2.5 hours including preparation time. The inspection concentrated on checking standards not assessed at the previous inspection which was checking records about staff training, complaints and health and safety matters. Time was spent talking to service users and staff. This report should be read in conjunction with the report from the previous inspection carried out on 29th April 2005. The intended outcomes for Standards 1 – 5 are: 1. 2. 3. 4. 5. Prospective service users have the information they need to make an informed choice about where to live. Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 2. The process for admitting new service users includes carrying out a comprehensive assessment of need. EVIDENCE: Although there have been no new admissions since the previous inspection there are two vacancies and pre admission assessments have started with two service users who may be suitable. Pre admission assessments had been completed and these contain detailed information about the person’s needs and the type of support required. The assessment incorporates the views of other people involved in the service users life. A local authority care manager assessment had also been completed. Both service users have had the opportunity to visit the home and spend time with other service users. The home considers compatibility with other service users with high importance and visits give everyone an opportunity to assess this. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 22 and 23. Service users are safeguarded from abuse. Complaints are dealt with properly and in accordance with the home’s procedures. EVIDENCE: There have been no complaints made since the last inspection. There is a complaints procedure which is available to service users and their representatives. One service user spoken to said she felt confident that any complaints she had would be dealt with properly. There is a comprehensive policy and procedure with regard to adult protection and staff have a good awareness of this. JUDGEMENT – we looked at outcomes for the following standard(s): 32 and 35 Service users receive care and support from a well-trained staff team. EVIDENCE: All new staff complete TOPSS induction training. Staff progress from induction to complete LDAF training and NVQ level 2 and 3. Each member of staff has a training and development plan which includes statutory health and safety and training for more specific topics such as challenging behaviours and recognising and dealing with abuse. Additionally training can be arranged externally, which is specific to the home or the needs of a person living there. Service users benefit from competent and accountable management of the service. The Commission considers Standards 37, 39, and 42 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 39 and 42. The views of service users and their representatives are obtained and included as part of the home’s quality assurance system. Staff take proper precautions to ensure the health and safety of service users. EVIDENCE: The views of service users are sought formally on an annual basis via a questionnaire. This is service user friendly and service users are given support to complete it if they need it. The Responsible Individual collates them and the results are used to form the home’s development plan. The Responsible Individual completes regulation 26 visits every month to monitor and audit the home’s performance. Fire detection and fire fighting equipment is tested and maintained regularly. Accidents are recorded and analysed. Staff receive training with regard to all health and safety matters and although some are out of date updates have been arranged in the near future.
