The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

The acting manager of the home was experienced, professional and approachable and had worked extremely hard to make improvements to the service. Positive comments were made by the staff group regarding the standard of care now provided. We observed staff interacting with people appropriatley and they were able to spend time sitting and chatting in the lounge overlooking the park. People were dressed appropriatley and they looked clean and tidy. We observed lunch being served in the dining room and the meal looked appetising and people said they enjoyed the meal of meat and potatoe pie and fresh vegetables.

What the care home could do better:

The stair lift must be in good working order and regularly serviced to ensure people can use the mobility aid safely. We have judged that this outstanding requirement has been partially met. All staff must attend training to ensure they know the action they must take to keep people safe from harm and abuse. We have judged that this outstanding requirement has been partially met. The registered provider must take immediate action to ensure fire safety procedures are met, including fire risk assessments, training for staff, drills and practices at regular intervals. The fire safety officer must be contacted regarding fire doors fitted with key pads and immediate action must take place to ensure the safety of people who use the service.

Date of last inspection Brief description of the care home Brincliffe Towers is a care home providing personal care and accommodation for 35 older people, including care for twenty-four people with dementia. The home is privately owned, and is located in a residential area of Sheffield with nearby access to Care Homes for Older People Page 2 of 9 0 6 0 1 2 0 1 0 Brief description of the care home public transport. The home is a large old detached house with a modern annexe attached and has very pleasant well established gardens, which overlook Chelsea Park. There is a small car park to the front of the house. All of the bedrooms are single although two are registered, as doubles should there be a request to share. Seven rooms have an ensuite facility. There is a passenger lift. A copy of the previous inspection report is available on request from the manager. Information about how to raise any issues of concern or make a complaint was on display in the entrance hall. Care Homes for Older People Page 3 of 9 What we found: The star rating (O star Poor) for this service was made at the previous key inspection dated 6th January 2010. This cannot be changed during a random inspection, however the service will be monitored to ensure they meet the requirements made. The inspection lasted for 5.5 hours starting at 10:00am finishing at 15:30. The manager and Anil Patel (management consultant) was available throughout the inspection and assisted with the inspection process. We received information from Anil Patel that the home would close for refurbishment on 3rd March 2010 when the remaining people move into alternative accommodation. The service will be a dormant service from that date and any outstanding requirements will be looked at when the home reopens. The reason for this inspection was to follow up requirements made at the previous inspections, we also checked compliance regarding immediate requirements in relation to staffing levels, Storage of hazardous substances, and two relating to fire safety. These were issued at the last inspection. A random inspection was undertaken by Pharmacist Inspector Steve Baker on 20th January 2010. The immediate requirements had been met and we are satisfied that people receive their medication safely and as prescribed. We looked at three care plans and found there had been a new format introduced to ensure they reflected the care needs of people. The home had developed risk assessments and the daily notes were sufficient. We toured parts of the building to check how hazardous substances were stored and the cleanliness of the home. The environment smelt clean and fresh and improvments had been made since the last inspection in January. Domestic staff were evident and cleaning products were in use and correclty stored. The stair lift had been inspected since the last visit but it ws unclear whether it was safe to use as the overall outcome had not been obtained. Aspects were unsafe but no sign was in place to prevent people using this mobility aid. We spoke to 3 staff during the visit, to check on their understanding regarding safeguarding adults and the action they would taken if abuse was suspected. Not all staff had attended recent safeguarding training and whilst staff were clear they would ensure the safety of the service user they were not aware of the different types of abuse and what the involvement of soical services, the police of CQC would be. This was a previous requirement. More robust training is needed to ensure the safety of people. Four staff files were examined, improvements had been made to the files with information easily accessible. Evidence of written references and CRB checks were in place. Not all files had a photograph of the individual but these were available on the computer system. Staff were observed during the day respecting peoples privacy and dignity and treating people in a respectful and professional manner. Care Homes for Older People Page 4 of 9 No Regulation 26 visits have been carried out as required at the last inspection. Some staff had received fire insturction but this was inadequate and had not been provided from a person trained and knowledgable in this area. A fire risk assessment was not accessible, no fire drills had taken place since August 2009 and staff spoken with had different views regarding the action to take in the event of a fire, and the manager was unclear what would happen regarding certain fire doors where key pads had been fitted. The fire alarm was set off as a test and staff were able to locate the different zones in the home but staff were unable to switch the fire alarm off quickly and it took time to reset the system which had been showing a fault. This would people people at risk of harm and as a result an immediate requirement was issued.
