Conditions of registration: 1. 2. The carpets in the corridors require replacing these should be replaced by 30.04.04. The paintwork in the corridors including all the woodwork and lower walls require re-painting this should be completed by 30.04.04. 16th June 2005 Date of last inspection Brief Description of the Service: Broadacres is a purpose built care home providing personal care with accommodation for fifty service users over the age of 65. Downstairs is a 21 bedded unit for personal care and upstairs is a 29 bedded unit for the care of service users with dementia this unit is accessed by stairs and a lift. The home has gardens and a large care park. The home is situated in Parkgate, Rotherham close to local shops and public transport. This is an overview of what the inspector found during the inspection. This was the homes second inspection in the year 2005/2006 and took place over one day the inspection commenced at 09.45 and finished at 14.20. The previous requirements were looked at with the Manager. 14 Service users 5 visitors, 6 staff. A partial tour of the building took place, observing staff and practices including activities and meals. The Manager was taking some service users on a trip to Meadowhall so was only able to stay for the first half hour of the inspection, the senior carer in charge answered any further questions during the inspection. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 2 Each service user has a contract. EVIDENCE: The new contracts have been given to all service users signed and placed in their individual files contracts and terms and conditions have been seen by the inspector and contain all the required information to safeguard the service users. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 The home protects service users with the medication policies and procedures. EVIDENCE: The home has appropriate medication policies and procedures including selfmedicating, home remedies and controlled drugs. Records of all medicines received, administered and disposed of were looked at these were recorded correctly. All staff that administers medication have received accredited medication training to safeguard service users. Controlled drugs are stored correctly however it is recommended that the oramorph is treated as a controlled drug, although it is not over the strength required to be a controlled drug, record in the controlled drug book and keep only the minimum amount required to protect the service user and staff. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 14 Service users exercise choice and control over their lives. EVIDENCE: Service users spoken to by the inspector all confirmed that they are given choices on all aspects of the care they receive in the home to meet their needs. Service users praised the staff they said “they treat us very well”, “they respect our privacy and allow us choice”, “I am able to do as I choose at the time I want even if it is a different time to everyone else”. The intended outcomes for Standards 16 - 18 are: 16. 17. 18. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 Complaints are acted upon and taken seriously. EVIDENCE: The home has a clear and accessible complaints procedure with clear timescales and information on who to contact with names addresses and contact telephone numbers in order that service users are able to raise complaints and concerns. Service users spoken to told the inspector that if they had a concern or complaint they would take it to the staff and it was usually dealt with promptly and resolved without taking it any further. The home has recently had two complaints that were dealt with by the manager, a full and thorough investigation was carried out and findings reported in writing to CSCI. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 The environment is well maintained. EVIDENCE: The home is well decorated and maintained to a high standard providing a pleasant environment for all service users. Relatives spoken to say, “the home is always well presented and clean”, “my grandmothers room is always clean and well furnished”. At the time of the inspection the decorators were in the home decorating the entrance and corridors. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 29 & 30. Recruitment procedures protect service users and staff are appropriately trained. EVIDENCE: A number of staff personal files were looked at these were very good well organised for easy reference and contained all the required information including POVA and CRB checks to safeguard service users. Staff training records were seen these were up to date and training is continuously ingoing to ensure staff are up to date and competent to do there jobs and meet service users needs. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 33, 35, 36 38. The home is run for Service users, financial interests are safeguarded and health and safety is maintained. EVIDENCE: The company has recently created new posts for Nursing Directors to improve the quality of homes. Broadacres has recently had the full inspection carried out by one of the new Directors the report format was seen it is very thorough and covers all areas of care, staffing and environment. The home has effective quality assurance and quality monitoring systems in place. There are regular service user meetings to ensure the views of service users are sought in decision making and any changes in the home in order that service users needs are met. Broadacres Care Home DS0000003073.V255803.R01.S.doc Version 5.0 Page 14 Service users spoken to all said there were residents meeting they could attend if they wished they also said that they would speak to the manager if they had any problems as she was always approachable. Service users money was not looked at in detail as the Administrator who deals with this was also going on the outing to Meadowhall with the service users. The inspector was told the procedure was the same as they had seen on previous inspections; the systems seen previously safeguarded service users money and were very good. This standard will be looked at in detail at the next inspection. Supervision is carried out at least six times a year but is not always documented this needs to be rectified. Records of supervision seen were very good covering all aspects of individual’s roles and responsibilities in order to ensure service users needs are understood and met. The home has a comprehensive health and safety policy. The Inspector was able to evidence that regular maintenance of equipment and systems takes place in the home. Risk assessment are carried out on all safe working practices these were seen by the inspector and were found to be in very good order and thorough.
