Conditions of registration: 1. The service should at all times employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection. 2. The home is registered for a maximum of 24 service users to include up to 23 service usersin the category of OP and one service user in the category PD. Date of last inspection 28/10/04 Brief Description of the Service: Brooklands Residential Care home is registered with the Commission for Social Care Inspection to provide personal care for twenty-three older people of both sexes aged 65 years and above and one person with a physical disability under the age of 65 years. The home is situated in a residential area on the outskirts of the city of Preston. It is on a main road and is close to shops and local amenities and on a bus route. Brooklands is a detached home with a purpose built extension, with a small garden to the front of the home, a paved patio and a parking area at the side of the home. Accommodation is provided in twenty-four single rooms all with en-suite facilities. The bedrooms are individually decorated and furnished to a good standard. Rooms are situated on the ground and first floor and can be accessed by a lift. There are a variety of communal areas including a visitor’s lounge and there is a hairdressing room. Service users are encouraged to retain their links in the community and every effort is made to ensure that relationships, hobbies and interests are pursued. Relatives, friends and visitors are made welcome at the home at anytime. Activities are arranged within the home and outings are arranged for service users who wish to participate. This is an overview of what the inspector found during the inspection. This inspection took place on the 5th of May and was unannounced it started at 9.30am and took place over 6 hours. The Inspector spoke to two staff members, six residents, one visitor and the manager. Comment cards were issued one service user and one relative replied back at the time of the report. Staff and care records were also examined. What the service does well: What has improved since the last inspection? What they could do better:
The homes Statement of Purpose and Service User Guide must be updated to provide prospective residents with up to date information. Greater emphasis needs to be placed on the individual’s specific leisure interests. Reports must be sent to the Commission as part of quality monitoring by the provider. The manager should commence the NVQ 4 award in Management and Care to update her knowledge and skills. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1 and 6 The home provides information to enable residents to make an informed choice however this information needs reviewing to reflect the current state within the home. EVIDENCE: The home has a Statement of Purpose and Service User Guide both these documents however do not reflect the current state in the home. Both service users and visitors spoken to confirmed they had received information from the home prior to them moving. People are not admitted to Brooklands solely for intermediate care. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7,8,9 and 10 The home provides a good level of health care. Resident’s welfare is closely monitored and health needs are met. Good medication records are maintained and respect and privacy is upheld. EVIDENCE: Individual records are kept for each resident with a plan of care setting out in detail the action that needs to be taken by care staff to ensure all aspects of health, personal and social care needs of the residents are met. Significant events had been recorded and daily entries made setting out the care given. However some daily recordings are brief and these should be expanded on to give a clearer picture of how the individual has been that day. The care plan for one resident showed how care needs had changed and the action taken by the home to enable this lady to remain at the home. Daily records show good contact with health professionals and indicate that staff have a good awareness of when to seek advice. The inspector spoke with several service users and a visitor in respect of their health needs. They confirmed that they are being met stating “they keep track of my appointments”, “they will call for the doctor if you need one”. One lady confirmed that the optician and chiropodist make visits. One lady said, “I

The pharmacist inspector previously examined medication procedures. A marked improvement was noted in respect of requirements and recommendations made during a prior inspection. Staff are given a handbook detailing how principles of care such as dignity and privacy are promoted. This handbook also contains guidance on key policies such as moving and handling. Service users spoken to confirmed staff were always polite and respected their privacy. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12 and 13 Social activities and contact with family and friends are actively encouraged. Greater emphasis needs to be placed on the individual’s specific leisure interests. EVIDENCE: People living at the home stated that they were happy with the activities provided by the activities organiser at set times each week. People particularly enjoyed the bingo and exercise to music. Details of resident’s interests were ascertained during the assessment process not all these are necessarily pursued this information should be forwarded to the activity organiser. People living at the home stated that they enjoyed outings on the minibus, however one lady said that these didn’t always take place on Wednesday afternoons as planned. Provider advised that minibus outings are not planned weekly events. Some of the residents spoken to felt that there was not enough going on however others showed disinterest in activities and preferred to occupy themselves. A number of residents and visitors were spoken to and all commented that everything possible is done in order that residents can retain relationships with family and friends. One visitor commented that they are welcome to visit at any time and the staff, always give them information on the health and wellbeing of their relative. The inspector witnessed good relationships between staff and relatives.

JUDGEMENT – we looked at outcomes for standard(s) 18 The home has a policy and procedures in place to protect residents from abuse. EVIDENCE: The home has a procedure in place for dealing with allegations of abuse. The manager and staff spoken to had a good understanding of the procedures to be followed in the event of any allegations or suspicion of abuse or neglect. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 29 The home has well established procedures for the recruitment of staff, which provide safeguards for the protection of people living in the home. EVIDENCE: Appropriate recruitment and selection procedures are in place and staff files viewed showed that information required by regulation is maintained. CSCI inspectors have previously viewed the criminal records bureau disclosures for all staff within the organisation. No new staff had commenced duty without the required checks taking place. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 31,33 and 35 The home is well managed and quality monitoring systems are effective and lead to service improvement. EVIDENCE: Residents and staff made positive comments about the manager and all said that they are kept well informed. Residents and visitors spoken to said they found the manager to be approachable, supportive and helpful. Staff members said they found the manager was supportive. The manager stated that she would soon be commencing the Registered Managers level 4 award. Quality monitoring systems include internal systems, which invite feedback from people living at Brooklands and their relatives and the achievement and maintenance of the ISO 2000 award. Monitoring focuses on different aspects of the service each month. The manager follows up any issues raised on the feedback questionnaires sent out. The Care Homes Regulations 2001 require that a monthly report be sent to the Commission for Social Care Inspection.

Inspection of resident records showed them to be comprehensive, well written and up to date. Records of money being handled by the manager for residents were up to date, explaining the reason for any expenditure and the balance of the money that was being retained.
