This inspection was carried out on 6th March 2007.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

This outcome area could not be assessed at this inspection do to very limited information and no service users living in the home.

What has improved since the last inspection?

From discussions with the manager and a tour of the home it was clear that the refurbishment work has greatly improved the environment, the home is bright, comfortable and has been decorated to a very good standard. The work undertaken on the ground floor now provides a large bedroom with an en-suite facility suitable for a service user with a learning disability who may have some limitations on their mobility.

What the care home could do better:

Discussions with the manager of the service provided reassurances that all necessary service user assessments and planning documentation would be in place prior to their admission to the home. The service was not asked to improve on anything as a result of this visit.

All Service users must be at least 16 years. Date of last inspection 9th November 2005 Brief Description of the Service: Cornfields is a care home providing personal care and accommodation for three young adults who have autism, and associated restrictive complex behaviours within the category of learning disability; and is owned by Liaise Loddon Ltd. The home has undergone a period of refurbishment and alteration and is now a three bedroom detached house with a communal lounge and conservatory /dinning room that opens out to a paved patio area. There is a separate building in the grounds used for sensory and social group activities; the laundry facility for the home is also located within this building, and behind the building is a further area of garden laid to lawn with a large swing and seating. Cornfields is within a residential area of Basingstoke close to local shops and within a five minute car journey to Basingstokes main shopping centre, and therefore is close to amenities within Leisure, Shopping and Health & Social Care Services. Information provided by the manager confirmed that the weekly charge for living in Cornfields range from £ 2884 to £3365. The inspector met with the manager in the local office based at the rear of the property. The service is not operating at present as it is undergoing refurbishment and alteration. The manager confirmed that the first service user is currently going through their assessment and transition programme and the final touches are being made to the environment with an expected opening in early April. Staff working with the service user visited the home while the inspector was there and were observed to be planning for the move with the manager and a senior staff member. The inspector toured the home and had a discussion about plans for the service. Limited information was available in the home and it is not possible to make a judgement on a significant number of outcome groups at this time. This judgement has been made using available evidence including a visit to this service. The improvements to the décor and facilities provide a bright, stimulating and comfortable home for prospective service users. EVIDENCE: The inspector toured the home with the manager. As the service has not admitted any service users since the refurbishment work began it was not possible to see how service users use their home and the facilities provided for them. The service is very well decorated and furniture in the communal areas is of good quality. The manager is waiting to finish the purchasing of electrical equipment until nearer the time of the home opening for security reasons, as the home is unoccupied out of office hours at present. The manager said that decisions still need to be made about who will be moving in and rooms will reflect the service users needs and choices. The inspector noted the absence of door locks and hand-basins in service user’s rooms. The manager stated that this was agreed with the commission’s predecessors based on the very complex and challenging needs of individual service users. From discussions with the manager the inspector confirmed that the new service user group would have similar requirements. The inspector advised that these limitations would need to be demonstrated through the care planning and risk assessment strategies for new service users. The manager provided evidence of up to date servicing records for fire, electrical, heating and hot water systems.
