The home is registered for a maximum of 40 service users to include: up to 40 service users in the category of OP (Older people) up to 4 service users in the category of DE(E) (Dementia over 65 years of age) The service should at all times employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection. 2nd September 2005 2. Date of last inspection Brief Description of the Service: Croft Avenue is a care home registered to provide care for forty older adults. The home is owned and run by BUPA Care Homes. The home is located in a quiet residential area of Penrith and is approximately half a mile from the town centre and local facilities and amenities. Accommodation is offered on the ground and first floors, there are three sitting rooms, two dining rooms, a treatment room, general offices, kitchen and laundry on site. The home has a passenger lift and a stair lift for access to one area of the home. A call bell system is operational throughout the home. This is an overview of what the inspector found during the inspection. This is the second unannounced inspection of Croft Avenue in this inspection year. The inspection was unannounced and took place in the morning and afternoon periods of two separate days. The premises were looked at including people’s personal rooms. Records relating to the day-to-day running of the home and the care of the residents were assessed. What the service does well: What has improved since the last inspection?
The home continues to redecorate and refurbish the environment as required and provides a very pleasant and comfortable environment. Care plans have been appropriately updated. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8, 9 and 10 Residents’ health and personal care needs are identified, clearly recorded and are met by the services provided in Croft Avenue. EVIDENCE: People’s health and personal care needs are identified in their individual plan of care and care staff provides the support that people require. Care plans have now been updated to accurately reflect people’s current needs and the manager continues to evaluate these. People have the benefit of receiving health care from local and specialist health care services. There are suitable policies and procedures in place relating to the storage and administration of medication. Medication is handled safely and people can maintain responsibility for their own medication if they so wish. The manager and staff are diligent in respecting people in the home and maintaining people’s dignity. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 and 13 Social activities are well organised, creative and provide stimulation and interest for people living in the home. People can observe their cultural and religious wishes either in the home or community. EVIDENCE: A social activities organiser has the responsibility of arranging activities with the full involvement of people in the home. People in the home valued the many opportunities they had access to and valued also their freedom to choose how they spent their time. People feel their views and wishes are respected. Family and friends regularly visit and can meet in either the privacy of their own room or in the communal areas. JUDGEMENT – we looked at outcomes for the following standard(s): 16 Complaints are handled properly to provide residents with confidence that their concerns will be listened to, taken seriously and acted upon. EVIDENCE: There is a complaints procedure and residents and their families are provided with information about how to complain on admission to the home. At the time of this inspection an anonymous complaint had been received. The home will undertake an investigation into this and the Commission for Social Care Inspection will be notified of the outcome within the appropriate timescale. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 24 and 26 The furnishings and décor in all areas of the home are of a very good standard and provide attractive, comfortable accommodation for residents. EVIDENCE: There is a programme for maintenance and refurbishment in place and this is undertaken on an ongoing basis. The home is well maintained with no obvious hazards to people’s health and welfare. The bedrooms are comfortable and people can make these how they wish with many personal additions to them.
