Only ambulant persons who are able to understand and react to emergency situations including evacuation of the premises may be located in rooms numbered 24, 25 and 26, on the second floor. 7th June 2005 Date of last inspection Brief Description of the Service: Danmor Lodge has been owned and managed by Mr & Mrs Hasler since 1994. It is a detached property, set in its own grounds/gardens situated close to local shops and a short bus ride from the town centre of Weymouth. The home has been recently extended to provide more bedrooms and additional facilities and may now accommodate up to 27 service users over 65 years of age. Accommodation is on the ground, first and second floors; a passenger lift and the use of ramps enables smooth access to all parts of the home without the necessity to negotiate steps. Communal facilities include two lounges, conservatory, dining room, 2 assisted bathrooms, a conventional bathroom and a separate toilet. Danmor Lodge is a non-smoking home. The garden is laid to lawns with flower borders and at the front of the house is a patio. There is unrestricted street parking outside the home. This is an overview of what the inspector found during the inspection. This inspection was one of the two statutory inspections required in accordance with the Care Standards Act 2000. The previous inspection took place during June 2005; since that inspection no complaints against the home have been received or investigated. The inspector arrived (unannounced) at 11.00. She spoke with the carer in charge at the time and toured the premises speaking with 10 residents, 2 visiting relatives and 4 members of staff. The inspector observed staff interaction with service users and the carrying out of routine tasks including the preparation and serving of lunch, departing at 12.40. Additional information used to inform the inspection process included formal notifications of events provided to the Commission by the home, and a Comment Card completed by a resident’s relative. At the previous inspection high levels of compliance with the National Minimum Standards were found. Standards assessed and found met during the previous inspection were not reassessed during this inspection which was accordingly brief and focussed on discussions with residents. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. JUDGEMENT – we looked at outcomes for the following standard(s): 27, 28 & 30 Standard 29 was assessed at the last inspection and an associated requirement regarding the recruitment process was made. Since that inspection the home has not employed any new staff so compliance with the requirement has not been reassessed and the requirement has been retained for assessment at the next inspection. The home employs enough staff to meet the needs of residents and to ensure their safety and comfort and the good condition of the premises. Staff receive appropriate training and are competent to carry out their jobs. EVIDENCE: The inspector spoke to a number of staff, including care workers and household staff. All expressed satisfaction with their work, employment and training opportunities and felt that the home provides good standards of social care to residents. At the time of inspection there were sufficient staff on duty to properly meet the needs of residents, including accompaniment for one resident who spent the morning shopping in the town. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 33 & 35 (Standard 38 was assessed and found met at the last inspection) Staff have good leadership from the Registered Manager and the Senior Care Worker. Residents are satisfied with the home and feel staff care for them well and put them at their ease. The home does not manage the finances of any resident. EVIDENCE: The Registered Manager is Mrs Hasler, who together with her husband has owned the home since 1994, most recently in the title of Danmor Lodge Limited. The home arranges periodic Residents Meetings. On an ongoing and informal basis the opinions of residents about standards in the home are routinely sought by Mrs Hasler and her staff during conversation in their daily work. The home does not manage the personal finances of any resident; there are facilities for the temporary storage of monies and valuables which residents no longer wish to personally hold. New staff must not commence work in the home without evidence of suitable CRB and POVA disclosure.
