The home is situated in the centre of Hornsea, which is a seaside town in the East Riding of Yorkshire, and there are local facilities such as cafes, pubs, hairdressers and shops within walking distance. There is a lift to the first floor and service users have access to the grounds of the home and the adjacent park area. There is a small car park at the front of the property. Private accommodation comprises of 15 single rooms and 3 shared rooms and communal accommodation consists of a dining room, a large lounge and a conservatory. The current fee paid by service users ranges from #334.80 to #385.00, with an additional charge being made for hairdressing, chiropody, daily newspapers and toiletries. Care Homes for Older People

The Commission for Social Care Inspection (CSCI) had previously received a concern and a complaint from a relative of a resident living at the home. These were investigated by the registered provider and manager in a satisfactory manner but the relative remained unhappy. The relationship between the resident and staff at the home remained good but the relationships between the relative and staff deteriorated. This resulted in the home giving 28 days notice to the resident. A social worker from the local authority had been involved throughout and arranged a Best Interest meeting in respect of the resident. The outcome of this meeting was that the 28 days notice was suspended. The deputy manager informed us that, following the Best Interest meeting, the relationship between the relative and staff at the home deteriorated further and notice was again given to the resident. Social Services staff found alternative accommodation for the resident concerned. A service user that attends the home for day care had an accident in the rear garden of the property that resulted in an admission to hospital. We looked at the outside area of the home and noted that the area had been made safe following the accident. The rear garden is small and some areas are quite uneven; we discussed ways of making further safety improvements. The deputy manager told us that only people with good mobility use this area unaccompanied, and that this would be risk assessed by staff at the home. We checked the recruitment records for two new members of staff at the home. Both had completed an application form and a pre-employment questionnaire. We observed that an interview form is used to record the interview questions and responses, and the decision making regarding employment. Criminal Records Bureau (CRB) checks had been applied for and Protection of Vulnerable Adults (POVA) first checks were in place prior to staff commencing work at the home. Two written references had also been obtained prior to the staff starting work. Records evidenced that both staff shadowed experienced staff as part of their induction to the home and that both have commenced induction training.
