This inspection was carried out on 27th January 2006.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The home provides a good standard of care in warm comfortable surroundings. Residents appeared contented and those spoken with confirmed the standard of care was good. The home is clean and well maintained with no odours noted. The records for providing suitable personal care and to ensure safety in the building were well maintained and regularly used.

What has improved since the last inspection?

Each of the requirements made at the last inspection have been actioned. The home has maintained its environmental standards and has renewed bedroom carpets and furniture in several bedrooms and replaced carpets. New chair have been provided in the upstairs lounge. Training is continuing and the manager has completed the Registered Managers Award. Recent improvements have been made to ensure residents are safe by developing risk management in the home.

What the care home could do better:

The auditing of residents finances was not possible using the current system of accounting. The company conduct audits but this has not been done for several months. It was not established that residents benefit by getting interest on their savings. All transaction are countersigned and receipts were available to support all purchases.

Three residents may be aged between 60-65 years. Date of last inspection 21st September 2005 Brief Description of the Service: Ella McCambridge is a modern purpose built care home providing accommodation with personal care for up to 37 older people. The home is owned by Manor Care Home Group who have two other homes in the vicinity. The home is in a residential area of Walker, close to shops, pubs and other local amenities. The home was opened in 1999 and was purpose built over two storeys. There is level access from the car park and into the enclosed garden and there is a passenger lift between floors. One bedroom is registered to accept double occupancy and all but two bedrooms have en-suite toilet and wash hand basins. There are lounges and dining rooms on both floors and a separate lounge that is used by smokers. This was the home’s second annual inspection. It took 41/2 hours and in that time I spoke with several residents. Management and staff were interviewed, a selection of records maintained in the home were reviewed and there was a general tour of the building. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9. The home’s system for storage and administration of medicines is good. EVIDENCE: The manager and his deputy take responsibility for recording the receipt of all medicines into the home. A suitable secure storage system is in place and staff who dispense medicines are trained. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13, 14, 15. A programme of appropriate activities is in place. Visitors are made welcome. Community facilities are used. Residents are encouraged to be independent and well balanced wholesome meals are provided. One resident spoken to regularly shops in town and visits her church. Another shops independently and visits the local public house. Staff assist those residents who require support to shop locally. An activities programme is displayed and staff are supported by an activities co-ordinator who works for twelve hours each week in the home. Residents spoken to confirmed that a range of activities is available to them. Church services are held fortnightly in the home. A visiting policy is in place, however, the manager confirmed that in practice visiting is allowed at any time. The kitchen is clean and has a good range of equipment. The cook clearly knows the residents very well and can accommodate any requests for a change to the menu choice. Hot and cold drinks are available throughout the day. JUDGEMENT – we looked at outcomes for the following standard(s): 18. Residents are comfortable about making a complaint. Trained staff protect vulnerable adults. EVIDENCE: Residents spoken with said they new who to complain to and that they would if necessary. Staff were fully aware of procedures to protect vulnerable adults and training is provided to all of the staff team. Staff have access to appropriate procedures and guidance on this topic. JUDGEMENT – we looked at outcomes for the following standard(s): 19. The home is safe, clean and well maintained. EVIDENCE: The home was found to be safe, clean and reasonably well maintained. Some bedrooms have been redecorated with new furniture and carpets. New seating was provided in the first floor lounge and staff lockers have been replaced. There were no offensive odours noted in the home. The home’s employment procedures protect residents. EVIDENCE: The file of a recent employee contained appropriate information that included a Criminal Records Bureau check and references from recent employers. Each new recruit undertakes the company induction and is then supported to undertake a range of appropriate training. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The home is well managed. The system for recording monies held for residents could not be audited. He has recently completed the Registered Managers Award. Staff spoken with stated morale in the staff team is high and that management provide clear direction in the standard of service expected. There are regular meetings involving management, staff and residents where a good range of issues are discussed. The system for holding and recording residents monies was reviewed. The records detail the monies spent and a receipt is retained for all purchases made. Two signatures evidence each transaction. The way the accounts are recorded did not allow me to audit the accounts. The company audits these accounts but this was last done in June 2005 when a discrepancy found was replaced.
