The service should employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection The service is registered to accommodate a maximum of 34 service users in the catgory OP (older persons 65 and over) 2nd August 2005 Date of last inspection Brief Description of the Service: Eric Morecambe House is a home for elderly residents of both sexes who are 65 years old and over. The home is part of the Anchor group. The home took its name after the comedian Eric Morecambe. The home is situated on Harrow Grove in Morecambe and is built on 3 floors with accommodation for the residents being provided on the first and second floors. A passenger lift is available. Accommodation is provided in 30 single and 2 double flats. Each flat has its own kitchenette, sitting area, and a sleeping area. Every flat has its own front door which is fitted with a suitable lock. The postman delivers mails directly to each flat. All the flats are initially rented to the residents unfurnished giving them the opportunity to bring as much of their own belongings as they want. In the event that a new resident coming to the home without any furniture of his/her own, then a furnished flat can be provided. Staffing is provided around the clock to meet the needs of all the residents. There were thirty one residents residing at the home at the time of the inspection. This is an overview of what the inspector found during the inspection. This statutory inspection was the second of two to be carried out this year. The inspection took place on 16th November 2005 and was an unannounced one. It lasted for 5 hours. The inspection was carried out against the National Minimum Standards for Older People. The inspection was carried out in a relaxed atmosphere with the full cooperation of the manager, the staff and all the residents. The inspection involved looking at some of the records, talking to the residents and the staff and checking the building. The residents said that they were well cared for and that all the staff were kind and helpful. What the service does well: What has improved since the last inspection?
NVQ (National Vocational Qualification) training is continuing and the staff said that they are enjoying the course. Internal improvements such as decorating and carpet replacements are continuing. Consideration is being given to installing a second passenger lift. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): EVIDENCE: The home does not provide intermediate care. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 & 10 Medications procedures are thorough. Care practices ensure privacy and respect for the residents. Residents trust the staff with their medications and their privacy is respected. EVIDENCE: The policies and procedures for medications were examined thoroughly by the pharmacist inspector last year. The manager said that she has put into practice all recommendations made. Residents who are willing and able can keep and administer their own medications. Following a risk assessment, they sign a declaration stating they take full responsibility for their medications. One of the senior staff was observed dispensing medications to the residents at lunchtime. She did this according to procedures and recorded medicines given on the MAR (Medications Administration Records). The medications of two residents were audit trailed and were found to be accurate.

They said that the staff always knock before entering their flats. The residents’ accommodation is in individual flats with a hallway, a sitting area, a small kitchen and a sleeping area. The door has a lock which some of the residents kept locked. A majority of the residents spend most of their time in their flats. They said that they like the added privacy their flats afford them. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 14 & 15 Food and nutrition needs are well catered for. Policies on freedom of choice are prominent. Residents are provided with good food. They have choices in their daily life. EVIDENCE: The residents said that the food is very good and that they are offered a choice of meals at all mealtimes. There are two sittings for lunch and the evening meal and residents can go to whichever one they want without having to book. Breakfast is served in the dining room or in the flats. Residents can make their own breakfast if they want. Very few of the residents are able and willing to take advantage of this facility. The menus were examined and they clearly show the choices offered to residents. The cook and the manager with input from the residents devise the menus. Residents were observed doing what they want during the inspection. Some were in the lounge and some were in their flats. They said that they can do

Regular residents’ meetings are held and the inspector was able to read the minutes of the last one. Subjects discussed were about food and activities. The intended outcomes for Standards 16 - 18 are: 16. 17. 18. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18 Policies and procedures on abuse are thorough. Residents feel safe and protected. EVIDENCE: Anchor Trust, which owns the home, has stringent and detailed written policies and procedures on adult abuse. The manager and the staff have had training on adult abuse. Appropriate actions were taken during allegations of abuse to a resident last year. The staff spoken to said that they would never abuse any resident in their care and that they would report if they saw any form of abuse. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 Arrangements to maintain the home to a high and safe standard are good. Residents live in well maintained and safe home. EVIDENCE: The home is well maintained and decorated. The manager said that when a flat becomes vacant, it is usually redecorated and carpet replaced if necessary. The occupied flats are decorated when required. Occupants are consulted on the choice of paint and paper. During the tour of the building, the inspector found that all areas of the home were well maintained and safe from hazards. The home was found to be clean and in a good hygienic state. Staff involved in cleaning are given training in the handling of hazardous substances. All staff have had training in infection control. Residents who go out regularly can use the keypad lock to open the door. All visitors are asked to sign an in an out book for fire safety. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 28 & 29 Recruitment of staff is strict and care practices to safeguard residents are in place. Residents are cared for by a team of caring staff. EVIDENCE: Anchor Trust has a thorough recruitment policy and procedure. All applicants to a post go to a strict interview and selection process. No new staff can start work unless a police check has been made on them. Staff records examined show that police checks have been carried out. All new staff are given an induction training which provide them with basic skills to care for the residents with respect and dignity. The residents said that the staff care for them with respect and that they feel safe with them around. They said that they do not feel afraid to speak up or to ask for anything. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31 & 38 The management of the home is competent. The home is run to serve the best interests of the residents. EVIDENCE: The manager of the home has worked at the home for several years and is very experienced in caring for the residents and managing the home. She has completed her NVQ 4 and the Registered Manager’s Award. There is a team of senior staff to support her and she has regular supervision from her line manager. The staff said that the manager is very supportive and help them do their work efficiently.

Several residents came to the office during the inspection and were made very welcome. The residents said that they feel safe living at the home. They said that the staff are very caring. Staff training such as Moving and Handling, Fire Safety, First Aid, Food Hygiene and Infection Control are given to ensure the health and well being of the residents. Risk assessments of the building are carried out to ensure that the home is safe and that there are no hazards which could hurt the residents.
