Date of last inspection 19.01.2005 Brief Description of the Service: Ferney Lee is a residential care home offering personal care and single room accommodation for up to 25 older people. Ferney Lee offers a permanent home as well as respite and transitional care for the people of Calderdale. The home is owned and managed by Calderdale MBC. Ferney Lee has recently been completely refurbished and meets current fire safety standards. The communal rooms are attractively decorated, well furnished, light and spacious. The private rooms are also well decorated and furnished. The home is set in its own grounds and has ample car parking. The home is set just outside Todmorden town centre within reasonable walking distance of the main road and bus routes. This is an overview of what the inspector found during the inspection. The inspection was carried out by two inspectors and took five hours. A partial tour of the home was undertaken. The inspectors spent time speaking with nine service users, five members of staff, two relatives of service users and the home’s manager. Both the permanent residents and the people staying for respite care spoke well of the care and support they receive from the staff at Ferney Lee. We would like to thank the service users, visitors, staff and manager for their welcome and for giving their time to talk us during our inspection. What the service does well: What has improved since the last inspection? What they could do better:
The home’s Statement of Purpose, which outlines the services offered at Ferney Lee, needs updating to reflect the range of services available. To do this the contract for providing transitional care needed to be finalised with the Area Health Authority. Each service user’s individual plan of care, including how their assessed health care needs are to be met, needs a thorough review to make sure they are relevant and that all of their needs are being met. To be effective this review process has to include input from the service user, or their representative if they are unable to participate.

The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1 & 6 Ferney Lee’s Statement of Purpose is to be updated to better reflect the services they will be offering. This is to be completed after service details have been finalised with the Area Health Authority in respect of the transitional care service. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7, 8 & 10 The individual plans of care need to be thoroughly reviewed to ensure they each contain all the necessary information to enable the personal and health care needs of every individual to be properly met by the staff at Ferney Lee. Any care needs noted by staff must be followed through without delay and the care plan should show that this has been done. The staff were seen to treat each person at Ferney Lee with courtesy and respect and individual privacy and dignity was seen to be maintained. EVIDENCE: We examined the personal plans of care for seven service users. In every case there was some information such as moving and handling plans, risk assessments or medical records missing from the file. Not all of the plans showed evidence of the involvement of the service user or their representative in developing or reviewing their plan of care. The daily records showed that a care need for one person had been identified on several occasions, but there was no evidence to show that this had been followed up with appropriate action. There was evidence that specialist health care professionals are involved in providing suitable advice and care where needed.

Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 13 During the inspection it was clear that visitors are made very welcome when they call to see their relative or friend at Ferney Lee. EVIDENCE: The service users’ comments and the inspectors’ observations of the relaxed and friendly interaction between service users, staff and visitors confirmed that this was the case. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19, 21, 25 & 26 Ferney Lee is safe, attractive and accessible to service users and the home meets fire safety requirements. There are plenty of accessible toilets and bathrooms and some bedrooms have an en suite toilet and washbasin. The heating, lighting and hot water supply meet the necessary standard as well as the needs of the service users. The laundry facilities for the home meet the standards for hygiene and infection control. EVIDENCE: The recent extensive refurbishment of Ferney Lee ensured that the home meets the necessary environmental and fire safety standards. Work was seen to be continuing in the grounds to improve the outside facilities. A tour of the building confirmed that there are adequate toilets and bathrooms for the number of people who live at Ferney Lee. The heating, ventilation, lighting and hot water were seen to meet the necessary standards. The home was seen to be clean and hygienically maintained throughout and washing machines and dryers were suitable to cope with the home’s laundry.

JUDGEMENT – we looked at outcomes for standard(s) 27 The staff rotas showed appropriate care and domiciliary staffing levels to meet the needs of the service users and maintain the smooth running of the home. EVIDENCE: Although at the time of the inspection there were some staff vacancies the manager assured us that recruitment to these posts either had occurred, or was about to take place. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 31, 36 & 37 The recently appointed manager has the experience and qualifications expected of a residential care home manager, as outlined in the National Minimum Standards. At the time of the inspection staff supervision was not taking place with the recommended frequency. All confidential records were seen to be stored securely, in accordance with the guidance of the Data Protection Act 1998. EVIDENCE: The home’s manager has applied to the Commission for Social Care Inspection for registration as manager of Ferney Lee. The information received confirms that she has the necessary qualifications and experience required for this position.
