This inspection was carried out on 10th January 2006.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The care records were comprehensive and a high standard. Staff are also dedicated to ensure that residents lifestyle experienced in the home matches their expectations, and satisfies their social, religious and recreational interests and needs. Without exception all residents said they liked living at the home, and thought that they were well cared for.

What has improved since the last inspection?

Care records are now reviewed and updated more frequently to meet the needs of the service users. The documentation was comprehensive and of a high standard. The carpets that were showing signs of wear have been replaced. The fire alarms and emergency lighting is now tested and recorded weekly.

What the care home could do better:

Mrs Walker should have an NVQ level 4 in management and care or equivalent. She has many year experience in nursing, and the care of older people, and has commenced the qualification.

It provides nursing care for up to 30 elderly service users. The service users accommodation has been created from the original building and bedrooms are located on three floors, all of which are accessed by a passenger lift. The home is situated approximately half a mile from Meltham Village and five miles from Huddersfield. The bus stops at the end of the drive, which is approximately a quarter of a mile away from the home. However the local bus will drop passengers off and pick them up at the home by prior arrangement. The local church, shops and public house are within five minutes drive. There is a sheltered lawned area where service users may sit. There is also a flood lit car part to the rear of the home, and for ease of access a ramp leading to the entrance. This report refers to an unannounced inspection at the home on the 10th January 2006, and the duration of the inspection was 6 hours. The manager, Mrs P Walker, and the proprietor, Mr P Hennersey, were present at the inspection, and four service users were also spoken with. The following methods have been used in the production of this report: examination of a sample of documents including financial records, recruitment files, health and safety documentation and food. The inspector would like to thank residents, staff and management for their time and hospitality throughout the inspection. What the service does well: What has improved since the last inspection? The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 10 Service users are treated with respect and their right to privacy is maintained. EVIDENCE: The arrangements for health and personal care ensure that service user’s privacy and dignity are respected. A recommendation was made at the last inspection that care records should be reviewed monthly. Care records are now reviewed and updated more frequently to meet the needs of the service users. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 - 15 Residents find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, religious and recreational interests and needs. Residents also receive a varied, appealing balanced diet, which is suited to individual assessed needs, and in pleasant surroundings. EVIDENCE: A dedicated activities person is employed and activities take place Monday to Thursday 10am until 12mid day, and then 2pm until 4pm, and on a Friday take place between 10am and 4pm. Activities include; beauty therapy, crafts, flowers arranging, planting of bulbs, individual activities, going out for a walk, attending local school productions, going to church and many more. In addition to this entertainers are booked to visit the home monthly. A people carrier car has also been purchased and residents enjoy the opportunity to go out and visit places of interest. Residents are encouraged and supported to keep in contact with their friends and relatives, and visitors are always made to feel welcome. Food preferences and diets are also taken into consideration when planning the menus. EVIDENCE: There is a complaints procedure which specifies how complaints may be made, and with an assurance that they will be responded to within a maximum of 28 days. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 33, 35 & 38 The registered manager is of good character and competent to manage the home. The health, safety and welfare of service users and staff are promoted and protected. EVIDENCE: Mrs P Walker, the manager, has many year experience in nursing, and the care of older people, and she has commenced an NVQ level 4 in management and care. Service users personal finances were inspected and found to be correct. Routine health & safety checks and maintenance checks are carried out and the appropriate records are kept. Service user & relatives/ visitors comment cards were distributed by the home on behalf of the Commission, and fourteen were returned. Seven were received from each group of people. Without exception all residents said they Helme Hall Care Home DS0000059075.V266666.R01.S.doc Version 5.1 Page 16 liked living at the home, and thought that they were well cared for, two residents said that sometimes the home does not provide suitable activities, and one of those residents also said that sometimes they did not like the food. The residents who were spoken with were playing ball games in the lounge, and they said that they were happy with their life at the home. Three of the relatives/ visitors made comment; one relative said that in their opinion there are not always sufficient numbers of staff on duty. The second said that they were delighted with the care their relative receives, and also said that the staff are all very friendly and helpful and that the home has a peaceful atmosphere. The third person said that in their opinion the food is only average. They also said that the main strength of the home was the genuine care from the staff.
