Conditions of registration: 1. This home is registered for a maximum of 43 service users in the category of OP (Old age, not falling within any other category) for personal care only The registered provider must, at all times, employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection Staffing must be provided to meet the dependency needs of the service users at all times and will comply with any guidance issued through the Commission for Social Care Inspection 31st August 2005 2. 3. Date of last inspection Brief Description of the Service: Hope Green is a former private residence that has been converted into a care home to provide personal care for 42 older service users. It is situated on the main Macclesfield/Poynton Road approximately one mile from Poynton town centre in a semi-rural location. Shops, churches, a health centre and a library are within easy access. Accommodation is provided mainly in single bedrooms although four large bedrooms can be used as double rooms if required. All bedrooms have en-suite facilities. This is an overview of what the inspector found during the inspection. This unannounced visit of the home took place over six hours and was carried out as part of the yearly inspection process. Care records, fire records, staff personnel and training files and medication records were inspected. The service history of the home and the previous inspection report were read in preparation for the inspection. What the service does well: What has improved since the last inspection?
Some bedrooms have been completely redecorated and new carpets curtains and matching bedspreads have been purchased. A health and safety assessment of the home has been completed by the company and areas identified such as the fire screens and fly screens in the kitchen have been replaced. An up dated risk assessment has been put in to place. A new health and safety booklet has been issued to all staff. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8 Care plans are detailed and enable staff to care for the residents living at Hope Green. The home can demonstrate that the health care needs of residents are met. EVIDENCE: Care plans were looked at for three residents. These were of a good standard and improvements had been made since the last inspection. Life histories had been completed on each resident and care plans were in place for hygiene, continence, mobility, tissue viability and mental health needs. These had been up dated and reviewed on a monthly basis. The care plans had been signed by the residents or their relatives. Risk assessments were in place for moving and handling. Details of visits by other health care professionals such as GP’s and district nurses were documented in the care plans. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 13,14 Residents can make choices and have control over their own lives. Residents have contact with the local community and can have visitors at any time. EVIDENCE: Residents’ choices were documented in the care plans. Residents said that they could choose where they spent their day. The home has an open visiting policy and relatives said they were always welcome. The home is close to Poynton and residents said that they often went shopping with the activities co-ordinator or their families. Pub lunches had been arranged before Christmas, which were enjoyed. A local theatre group had performed the pantomime “ Cinderella” and an “Old Time Music Hall” had been arranged for Easter. JUDGEMENT – we looked at outcomes for the following standard(s): 18 Policies and procedures are in place to protect residents at Hope green from abuse. EVIDENCE: Up to date training has been completed at the home for all staff in adult protection based on Cheshire Social services “No Secrets” document. There has been one adult protection issue at the home, which has been dealt with appropriately by the manager. Residents live in a safe and well-maintained environment EVIDENCE: The environment issues from the last inspection had been met. Since the last inspection five bedrooms have been completely redecorated with new carpets, curtains and matching bedspreads. The company has made a health and safety assessment of the home and issues identified have been met such as new fly screens and fire screens in the kitchen area. JUDGEMENT – we looked at outcomes for the following standard(s): 28 A programme of training is in place to ensure that residents are in safe hands at all times. EVIDENCE: There is a programme at the home to ensure staff are qualified to NVQ level two in care. At the moment approximately forty per cent of staff are qualified to this level with a further seven staff members over half way through the course and a further six staff enrolled to commence the course from December 2005. JUDGEMENT – we looked at outcomes for the following standard(s): 35,36,38 Clear individual financial records are in place for all residents living at Hope Green. Staff are adequately supervised. The management of the home ensures the health and safety of the residents. EVIDENCE: Formal supervision sessions for staff take place and supervision sessions are recorded. Clear individual financial records are in place for all residents living at Hope Green. Residents who live at the home feel that their opinions are listened to and that they can make choices as to how they spend their time.

Further sessions are to be arranged. Risk assessments for the home have been up dated. The deputy manager has recently completed a course to enable her to train all staff in moving and handling.
