In this pleasant environment the residents in general could not think of anything that could improve their home, which is a good reflection upon the management of this home.

The majority of accommodation at the home is offered on a single room basis and there is one shared room. There are toilet and bathroom facilities on both floors and a variety of communal areas including a lounge, dining room and conservatory. Prior to their admission, assessments are carried out of residents’ daily care needs to ensure the home can offer an appropriate level of care. Information gathered at the time of the assessment is used to form a care plan which is regularly reviewed throughout the service user’s stay at the home. Care is provided on a 24 hour basis including waking watch cover throughout the night. Several of the carers employed at Keer Sands have NVQ qualifications in care at level 2 or above. Residents’ health care needs are addressed in conjunction with visiting health care professionals such as district nurses and general practitioners.There are a variety of social activities offered at the home including home based activities and trips and outings.The registered provider of the home is Mrs Anne Plevey. Mrs Plevey works in the home on a full time basis. This home has been inspected against the National Minimum Standards for older people introduced in April 2002. This inspection was unannounced in that the homeowners, staff and residents did not know it was going to take place. This inspection was over a 2.5 hour period during the day on 24/03/06 and looked at various aspects of care. In the report there are references to the “tracking process”, this is a method whereby the inspector focuses on a small group of residents. All records relating to these individuals are examined, along with the rooms they occupy in the home. Residents are invited to discuss their experiences of the home with the inspector; this is not to the exclusion of the other residents who contributed in many ways. This inspection included discussion with residents, staff and the manager in addition to viewing the home’s required written information such as policies and procedures about various issues for instance ‘Health and Safety’. The residents written plans of care were also viewed for 3 people. The plan of care is a document outlining the needs of the individual resident and how these are to be met. The plans of care cover all aspects of the individual’s life including health, personal care and social activities. Thereby ensuring people are content in the care they receive. The residents the inspectors spoke with were happy with life at Keersands. The staff stated they enjoyed their work at Keersands and spoke to the inspector in a professional manner about the residents. They were also full of praise for Ann the homeowner and manager. What the service does well: Keer Sands is a small family run business, which has a very homely atmosphere. The people who live at Keer Sands are full of praise about the care they receive. A very good response was received from the written survey. In total 14 responses were received and the feedback from them was, without exception, very positive. In the responses received from the residents or their representatives; • • • • • • All respondents said that they were satisfied with the overall care provided all of the time. All respondents said that they liked living at the home all of the time. All respondents said that they felt well cared for all of the time. All the respondents said that their privacy was respected all of the time. All the respondents said that the home provided suitable activities all of the time. All of the respondents said that they liked the food provided all of the time. Additional positive comments were made in writing to the Commission for Social Care Inspection, which are referred to later in the report but included; “I would like to say I am full of admiration for the way Anne Plevey and her staff run Keersands” “ We are extremely happy with the care at Keersands, it is just like home from home. We couldn’t wish for a better place and feel totally reassured by all staff” “I used to visit care homes as part of my job and this is the best home I have ever been to” Mr and Mrs Plevey listen to advice offered and act upon the advice to ensure the home continues to offer an excellent service. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 & 10 Policies/procedures and staff training ensure the resident’s medication is stored securely and administered safely, resulting in people being healthily cared for. The residents’ benefit from being treat with respect. EVIDENCE: The homes policies and procedures in relation to the administration and storage of medication are robust. Staff who administer medication receive training in ‘Intermediate Medication Awareness’. People in receipt of medication should be asked to sign a medicine declaration form outlining their wishes to self-medicate or have their medication administered by the staff. A sample of such a document has been sent to Mrs Plevey. In order to offer greater privacy to the residents’ bedroom doors are being fitted with an appropriate lock and residents will be given the key to their own room. Another comment received was ‘I would if asked recommend this home to anyone’. These comments are indicative of the high standard of care where respect and privacy are seen as important. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 & 14 The life style of people at Keersands is in many circumstances a continuation of their preferences prior to living at the home, depending on their individual capability. EVIDENCE: The residents said that they are fully consulted about everything in the home. Residents meetings are periodically held and the record of the last meeting was viewed. The residents said they enjoyed the meetings. The 3 plans of care viewed as part of the ‘Tracking process’ reflected that people’s hobbies and interests are identified and met. The residents stated that they like going for walks in the beautiful area they live in. They also like doing crosswords with the staff, they said ‘we have a good laugh.’ When admitted to the home people are encouraged and enabled to maintain their choice of hobbies and activities. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 38 The residents benefit from living in a home where their health and safety is promoted and protected. EVIDENCE: In order to promote the health and safety of the residents risk assessments are carried when necessary, for instance one person has a risk assessment in relation to falling from her bed. Action has now taken place in order to eliminate this difficulty. Risk assessments are also carried in relation to the building ensuring that any hazards are prevented. All doors have magnetically controlled valves on them. This means that doors can be held open safely and would be automatically closed should the fire alarm be sounded. All radiators are guarded to prevent people from inadvertently burning themselves..
