Conditions of registration: 1. Registered for 5 service users with a Learning Disability all of whom also have an additional Sensory Impairment. 19th April 2005 Date of last inspection Brief Description of the Service: 61 Kings Road is operated by Henshaws Society for Blind People and is registered to provide residential care for 5 younger adults aged 65 years and under that have learning disabilities with an additional visual impairment. The house is situated within walking distance of Harrogate town centre and there are local amenities nearby. It is a large three storey Victorian terrace with a small garden to the front. All bedrooms are designed for single occupancy. The bedrooms and bathroom facilities are on the first floor. There is another toilet on the first floor. This is an overview of what the inspector found during the inspection. This unannounced inspection took place over three hours, including preparation time, and commenced at 2.30pm. A visit was made to the offices of the organisation to inspect staff files. A visit was made to the home and a number of records were inspected. All four service users and the registered manager of the home were spoken to. The majority of the key standards were inspected at the previous unannounced inspection held on the 19th April 2005. The requirements and the recommendations from that report had been acted upon. All service users were very happy with their home, their own accommodation, the staff and the meals provided. What the service does well: What has improved since the last inspection?
The kitchen ceiling has been repaired and the ceiling decorated. The registered manager has obtained her Registered Managers Award. New members of staff have been appointed and less supply staff are now used. Service users are offered a healthy diet and enjoy their meals and mealtimes. JUDGEMENT – we looked at outcomes for the following standard(s): 17 The meals in the home are good offering both choice and variety. Service users are involved in the development of the menu. EVIDENCE: Menus are completed on a weekly basis by staff after discussion with service users to ascertain what they wish to be included on the menu. Alternatives to the menu are always available. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 20 The medication at this home is well managed promoting good health. EVIDENCE: There is a policy and procedure for the administration of medication. No service user self medicates. The home has a monitored dosage system with the medication being put in the system on a weekly basis by the pharmacist for all four service users. JUDGEMENT – we looked at outcomes for the following standard(s): 23 The home has a satisfactory abuse policy. EVIDENCE: The organisation has a policy and procedure on abuse. The registered manager was fully aware of what action to take in the event of a suspected abuse situation occurring. JUDGEMENT – we looked at outcomes for the following standard(s): 24 The standard of the environment within this home is good providing service users with an attractive and homely place in which to live. EVIDENCE: The only outstanding issue from the previous inspection was a repair to the kitchen ceiling. This has been completed and the ceiling decorated. The home is pleasant and homely. Service users benefit from well supported and supervised staff. The Commission considers Standards 32, 34 and 35 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 32,34 and 35 The service users receive a good service from the well trained staff. EVIDENCE: The staff team consists of a registered manager and four support workers. All four service users stated that the staff were good and assisted them where necessary. There are usually two staff on duty when service users are at home, but the rota is organised around the needs of the service users. One member of the staff team has an NVQ Level 2 in care and two further members of staff are working towards this award at the present time. Staff have also received training in manual handling, POVA, risk assessment, diversity, equality and rights, stress management, mobility training, first aid and food hygiene. The organisation has a policy on the recruitment of staff. Three staff files were selected at random to examine. JUDGEMENT – we looked at outcomes for the following standard(s): 42 There was evidence that proper attention is given to health and safety promoting a safe and secure environment in which service users can live. EVIDENCE: The only outstanding issue from the previous inspection was a risk assessment in respect of the damage to the kitchen ceiling. The ceiling had been repaired and decorated. The registered manager is very experience having worked in the care sector for 21 years, 11 of which had been in management positions.
