This inspection was carried out on 15th December 2005.

What the care home does well

Meadow View 2 continues to provide good quality care to four service users with complex needs in a friendly, homely environment. The needs of the service users are met through the homes staffing arrangements and individual care plans that enable the service users to meet others within their local community.

What has improved since the last inspection?

There were no requirements or recommendations from the last inspection. It was not possible to identify any specific improvements to the good quality of care already provided in this home.

It is a purpose built semi-detached bungalow. The accommodation comprises of four single bedrooms each with washing facilities, one bathroom containing a bath and a shower and two separate toilets, a lounge and separate dining room, kitchen and utility room. It is situated on the outskirts of Bridlington and located on a residential estate. It has a bus route nearby and the home offers support to the service users in accessing local community facilities. This inspection took a proportionate view to assessing against the National Minimum Standards for Care Homes for Younger Adults and was combined with an inspection of one of the provider’s local sister homes, which took place during one afternoon in December 2005. This inspection looked at issues relating to homes staffing arrangements and the remaining standards that the Commission for Social Care Inspection has required as being necessary to assess during a given year. During the inspection a tour of the premises was undertaken with a member of staff and a number of records were inspected. Four service users were seen and 2 staff interviewed. The staff were observed interacting well with the service users. Two service users have limited verbal communication skills and two service users have no verbal communication skills. Staff communicate to these two service users with the use of non-verbal skills. No concerns were identified during this inspection. JUDGEMENT – we looked at outcomes for the following standard(s): 32, 34, 35 EVIDENCE: Observation of the care practices in the home indicated that service users were supported by a competent staff team. Interactions between the two groups were friendly with staff displaying a positive interest in the lives of the service users. Staff members spoken to conveyed good levels of understanding of the needs of the individual service users. A staff training programme was in place and individual staff files inspected contained evidence that this was being implemented satisfactorily. The manager confirmed that new staff received induction and foundation training to Skills for Care standards and advised that two of the staff team had already obtained their NVQ level 2 qualification and that others were already enrolled or about to enrol on programmes to achieve this. She was therefore confident that that the home would meet the target that 50 of the staff team would have gained this level of qualification in the soon into the new year. The home had a recruitment policy and procedure in order to safeguard and protect the service users. Examination of a sample of staff files confirmed that this was being complied with and that appropriate staff checks were being carried out.
