Conditions of registration: 1. 18 service users may be accommodated between the ages of 18 and 30 years only. Date of last inspection 19/10/04 Brief Description of the Service: Minstead Lodge is set in the village of Minstead, some twelve miles distant from the city of Southampton. There are limited local facilities. It provides residential care for up to 18 service users (students) between the ages of 18 and 30, who are provided with training and development opportunities through the use of horticultural and agricultural activities on its 11 acre site. The home is on ground first and second floors with bedrooms being grouped in small clusters around the building, each group having access to its own bathing and toilet facilities. Twelve of the bedrooms are single and three are doubles. There are communal areas on the ground floor which include dining and lounge facilities. The double bedrooms are usually only occupied on a single basis. There are well-maintained and accessible gardens around the building with car parking for a considerable number of vehicles. This is an overview of what the inspector found during the inspection. Four hours were spent visiting the home, during which time the opportunity was taken to look around the home, view records and policies and to talk to the manager and the care manager. Two other members of staff were spoken with. Most of the students were seen, several were spoken with, and three students were spoken with at greater length in private. Prospective users’ individual aspirations and needs are assessed. Prospective service users’ know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 2, 4, and 5. The admission process is well managed with an assessment of needs being done to ensure these can be met. Students are given clear information regarding the services offered to enable them to make an informed choice. EVIDENCE: Two assessments relating to more recently admitted students were examined and contained a good level of detail. One student referred to his trial period, saying that he had come into the home and then gone away before coming back. There is a comprehensive Statement of Service and Agreement of Residence, both those seen having been signed by the student and the service provider. Evidence of an induction programme was seen with, again, students having signed to confirm undertaking this. One student who had already had one period of short-term care was soon due to be admitted again for another such period. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate, in all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 6, 7, and 9. Students have a good knowledge of how they will be helped to become more independent, and are able to undertake activities within a risk management framework. EVIDENCE: One student said that his review was in two weeks time and that things to help him were ‘written down’. Evidence of previous reviews and of an action plan was seen. A written personal statement had been made by a student about what he wanted to achieve, and he said he would like to have his own flat. One student was spoken with whilst undertaking an external day care activity independently, and several students were seen on-site being assisted by staff whilst undertaking woodworking activities. Risk assessments were in place, a student coming in and saying that he had just done the shopping. Another student said that he was going to do some cooking with help from his keyworker.

The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 18, 19, and 20. Students are well supported in respect of their health and personal care needs, and have their privacy and dignity respected by staff. EVIDENCE: Care documentation contained risk assessments, which referred to students being enabled to become more independent. One student said that he had been to hospital but was now better. The home has a Medication Policy, which includes a section on controlled drugs, with medication administration records and storage of drugs indicating a sound and safe procedure for dispensing. The head of care said that in the event of a student wishing to self-administer medication a specific risk assessment would be undertaken. Students access services such as the optician and dentist locally rather that these being provided in the building, to encourage independence. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24, 25, and 30. A comfortable and safe standard of accommodation is provided for students, which meets their needs. EVIDENCE: One student showed the inspector his room, which he said was nice, and also confirmed the maintenance that had recently been carried out. The new kitchenette has improved facilities available to students, and new carpets have also improved the environment in some bedrooms. Students were seen to be making use of both communal and private areas of the building, appearing comfortable and at ease in their surroundings.
