This inspection was carried out on 26th January 2010.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Good.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. If yes, what have they been: Change of ownership, registered manager left. 0 6 1 1 2 0 0 8 Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Moors Park House is registered as a Care Home providing Personal Care for up to thirty-seven elderly physically and mentally frail people. Most people have single Annual Service Review Page 2 of 6 rooms (the two double rooms are generally only used as doubles on specific request), and most have en-suite facilities. The home is a large detached property set in its own grounds, it is well kept and managed and is well adapted and equipped to meet the needs of people living there. The manager told us during this inspection that fees for the home are currently between 321 and 490 pounds per week. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received and requested since the last key inspection. This included: Whether the Annual Quality Assurance Assessment (AQAA) sent out by us, was completed and returned to CQC in a timely manner. The AQAA is a self-assessment document that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from people with an interest in the service. Regulation 37 notifications informing us of significant events in the home have been received throughout the year. We reviewed the previous key inspection report. We took account of what other people have told us about the service and any relevant information received from other organisations was considered. What has this told us about the service? The home sent us their Annual Quality Assurance Assessment (AQAA) when we asked for it. It was fully completed and provided us with all the information that we asked for. The AQAA shows that the home is still providing a good service and that they know of any improvements to be made. The AQAA stated that Moors Park has recently changed ownership and that the registered manager has left the home. A new manager has been appointed but has not yet applied to be registered with us. The AQAA further stated that staffing levels have been increased, a new information pack for individuals has been produced, the Medication Administration system has been improved, and a new training programme for staff has been started, as has a refurbishment programme. The AQAA also showed that 7 care staff currently have NVQ (National Vocational Qualification) Level 2 or above, that 16 complaints had been received and that 4 were found to be partially upheld. There has also been a Safeguarding Adults referral made. This matter has been fully investigated by the Safeguarding Adults Team including the police and no further action is to be taken. The AQAA also identified areas for improvement including, improving communication, better person centred care plans and developing a quality focus group to assist in identifying areas for improvement. Annual Service Review Page 4 of 6 Surveys received from staff and people living at the home indicated that they were generally pleased with the quality of care provided by the home. One staff member commented The new management team are very nice people, will help where needed and are easy to talk to. However, there were comments on 2 forms about the laundry systems, which the people completing the forms thought could be better. The Commission received an anonymous complaint about several issues including bills not being paid and low staffing levels. These issues were referred to the provider to investigate, they were dealt with in an appropriate manner and found to be unsubstantiated. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 05 November 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
