The service should employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection The service is registered to accommodate a maximum of 32 service users in the category OP (older persons 65 and over) 17th October 2005 Date of last inspection Brief Description of the Service: Newfield Lodge is a care home providing personal care and accommodation for up to 32 older people who do not require nursing care and enjoys high occupancy levels. The home is jointly owned by the experienced provider of a small group of homes in the local area and her son who provides day-to-day management responsibility. Newfield Lodge is located in close proximity to the centre of St Annes and is within easy reach of community services and resources. Newfield Lodge is arranged over three floors and provides individual, en-suite bedroom accommodation for all service users that is well maintained and furnished to a high standard. In addition, a communal bathroom provides a medic bath and walk-in shower facility for ease of access in respect of service users with mobility difficulties. A passenger lift is also provided to enable ease of access to all areas of the building. Although the home is not provided with a garden area, a large roof garden is provided with garden tables and chairs that can be accessed from a main corridor and small seating areas are available to the front and rear of the building. This is an overview of what the inspector found during the inspection. This unannounced inspection took place over a period of five hours. At the time of the inspection there was 31 residents living at the home. Prior to this inspection, resident and relative comment cards provided by the Commission For Social Care Inspection was sent to the home for completion. At the time of writing this report no completed comment cards have been returned. The inspector spoke with six residents, four staff and the registered manager. Documentation in respect of complaints, protection, resident’s finances and staff recruitment procedures were viewed. What the service does well: What has improved since the last inspection?

The care plans examined clearly reflected the assessed needs of the individual resident. Staff continue to be supported to attain an NVQ qualification and now approximately 65 of the staff group hold the minimum of an NVQ level 2 or equivalent. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 and 18 There are good policies and procedures in place, which ensures residents, are protected and their views are listened to and acted upon. EVIDENCE: Newfield Lodge has received no complaints since the previous inspection. A copy of the complaint procedure is contained in the Service User Guide and also displayed in the main entrance of the home. Observation of the complaint procedure revealed that it fully meets with the requirements of the National Minimum Standards. The registered manager was reminded that all complaints must be recorded, documenting the actual complaint, the date the complaint was made, together with the investigation undertaken and the outcome. Residents spoken with were aware of the home’s complaint procedure, however all said that they could not think why any one would complain, as they are extremely well cared for. An Adult Protection Policy, Whistle Blowing Policy and a copy of the D.O.H document ‘No Secrets’ is in place. Inspection of the policy confirmed that it contained the correct reporting and recording protocols should an allegation or suspicion of abuse be raised. The registered manager and senior staff member both confirmed that all staff receives mandatory training in the protection of vulnerable adults. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27,28,29 and 30 EVIDENCE: Staffing levels at Newfield Lodge reflect the needs and requirements of the residents accommodated. Since the previous inspection the staffing has in the main remained unchanged with only two new staff appointments. It is pleasing to note that the number of staff that has successfully completed a nationally recognised qualification in care at NVQ level 2 or above has increased. At present approximately 65 of the staff hold a formal qualification with a further five members of staff pursuing a qualification. Additional training is offered, staff spoken to confirm that they are offered ample training opportunities in a range of subjects. Examination of the training matrix confirmed that all staff undertakes training in mandatory topics. However the training matrix did not include the dates the training was provided. The registered manager was asked to record in greater detail the dates that training has been undertaken and when refresher courses are due. The home’s recruitment procedure is robust and ensures all prospective staff has the required clearances and references prior to an offer of employment being made. Whilst induction training is provided to all newly appointed staff, this is not being fully recorded and the registered manager was asked to ensure that all

The inspector advised the registered manager to cross reference the current induction-training programme with the ‘Skills For Care’ induction standards. It was however pleasing to note that all new staff work alongside an experienced staff member for a minimum of a week to familiarise themselves with the routines and practices in the home. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31,33,35 and 38 The management and staff at the home are competent and the health, safety and welfare of residents are strongly promoted. EVIDENCE: The registered manager at Newfield Lodge is competent and experienced, and has successfully achieved the NVQ Level 4 qualification. In addition, he continues his personal development by attending short courses. On the day of the inspection the registered manager was attending a management course on productivity and leadership skills. There is a senior staff group with clear lines of accountability within the home and with the registered provider. Support is also available from the managers of the other homes within the company. The quality of the service provided is closely monitored and this is evidenced as the home has achieved the Investor in People award which is reviewed by the awarding body a set intervals. In addition a internal annual audit is
Newfield Lodge Rest Home DS0000064313.V273871.R01.S.doc Version 5.1 Page 17 conducted which involves requesting residents and relatives to complete questionnaires and comment on their view of the service provided. The results are then collated, evaluated and published in the home’s Service User Guide. Policies and procedures are reviewed as required to meet with current legislation and as a result of comments or suggestions made through the internal quality audit. It was evident that residents and visitors felt comfortable and relaxed in the home the inspector witnessed relaxed interaction between the staff, management and residents. Inspections of records for residents were comprehensive, well written and up to date. Records of money being handled by the registered manager for residents were up to date, explaining the reason for any expenditure with receipts and the balance of the money that was being retained. The registered manager is very conscious of health and safety and has good policies in place. A health and safety inspection was carried out by the Health and Safety Executive employed by Fylde Borough Council on the 12th December 2005, the registered manager stated that the inspection had been very positive with only reminders noted on the report in relation to having documentation available to confirm that the hoists and passenger lifts are regularly serviced. Information gained from the pre inspection questionnaire revealed that all equipment is service as per manufactures recommendations and all safety certificates are in place. At the time of the inspection the senior staff member was unable to locate any risk assessments in relation to safe working practices. The senior staff member gave her assurance that these risk assessments were in place but located in the managers office which was locked.
