This inspection was carried out on 16th November 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Good.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

A new lift and additional lounge space has also been provided. 0 7 0 1 2 0 0 8 Date of last key inspection: Date of last annual service review (if applicable): Annual Service Review Page 2 of 7 Brief description of the service Oldway Heights is a large detached two storey building situated in Paignton, Devon, close to local facilities (a short walk away). The home predominantly provides care to younger adults who have physical disabilities and/or mental disorder. The home has also retained its registration to care for the elderly, to allow the elderly clients already at the home to remain there. A maximum of 39 people of either gender can be resident in the home. The emphasis of the home is to ensure that people with a disability are able to have a good quality of life and to this end the home has provided a number of aids and adaptations to both support peoples care needs and allow them to retain as much independence as possible. The home is seved by two passenger lifts. The home also offers a day care service. Fees are individually based on each persons needs and care package. Copies of the homes inspection reports are available in the home. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? To complete this Annual Service review we looked at all the information we have received about the home in the last year; We asked the homes management to complete an Annual Quality Assurance Assessment or AQAA. This gives us information about the home is being run, what improvements they have made since the last inspection and what they plan to do in the next 12 months; We sent questionnaires to the people who live at the home to find out their views of the service; We sent questionnaires to the people who work at the home and other visiting professionals; We looked at notifications and other information we have received from the home during the last year. These are records of incidents or accidents and are a legal requirement; We looked at how the home manages complaints and issues of concern; We looked at the last inspection report and Annual Service review for the home. This helps to give us a fuller picture of what has happened at the home since we last visited. What has this told us about the service? The home sent us their Annual Quality Assurance Assessment or AQAA when we asked for it. The AQAA gave us the information we had asked for about how the home is being run. The home told us that since their last inspection they have revamped the menus; introduced new trips and activities; begun a redecoration programme; Introduced new training plans for staff; introduced a more in depth pre-assessment; improved the risk assessments and care plans; increased the homes involvement with outside Health professionals and agencies; improved the care plans to make some more person centred; promoted peoples Independence; increased the frequency of review meetings; improved the number of social events and the quality of the meals; provided additional day space; made sure peoples nutritional needs are being regularly assessed and purchased new weighing scales; increased understanding of peoples cultural needs; improved the medication systems in use; purchased a second vehicle; begun to devise new policies and procedures; fitted new windows to the main lounge and dining room; improved the interview process for staff; and provided fire safety training at the correct frequency. They have also told us that they plan to provide more staff training; review the key Annual Service Review Page 4 of 7 worker roles and responsibilities; provide a new brochure, service user guide and statement of purpose in an appropriate format for each person; increase the personalisation of the care plans; produce documentation to demonstrate and record choices being made by people; and make sure all new members of staff are qualified in the new In house training programme. Since the last Inspection the home has completed an extension on the first floor to provide accommodation for an additional eight people. This has meant the home has also extended their communal space available. The new rooms provided are all above the minimum size. The accommodation increase has also led to the installation of a second lift to access the first floor. The Care manager, Mrs Jayne Bastafield has applied for registration, which means she will be taking on a legal responsibility for the management of the home along with the owners. Since the last Inspection the home have told us there have been 5 complaints made, which have been investigated by the home and addressed where necessary. There has also been a recent safeguarding referral and investigation, elements of which are not yet completed. We received 8 questionnaires from people living at the home and 8 from people who work there. People told us that they received the care they needed, and that they knew how to make a complaint if they were unhappy about something. They said: Staff are always polite. The food is good. I think the caring is excellent, the staff are very polite and very attentive and i have no complaints Whatever I need is always available. The staff treat me well I have a special diet. variety is fairly good Staff are very helpful and friendly. meals have improved Very good staff. Go out of their way to help wherever possible I like this home, its friendly and the staff are really nice. Foods good. People also told us: I think the dining room is inadequate because of the increase of wheelchairs. One person felt they would like a Better varied menu, and another that the home needed More staff as some times we have to wait a long time. Staff who completed questionnaires told us that in general they received the support and training they needed to do their job. They said the home provided: Annual Service Review Page 5 of 7 A nice environment and atmosphere Looks after clients welfare and staff Offers a friendly and homely environment for the service user and a high quality of care Makes service users feel like they are at home Jayne Bastafield is a great manager and gives Oldway Heights a great reputation A very well run and happy home for all service users and staff. This home strives to meet all individual needs and is a friendly and safe environment Some staff also felt the home would benefit from more theraputic activities and staff on duty, to allow them to spend more time with individuals. What are we going to do as a result of this annual service review? As a result of the changes in the environment and the recent safeguarding issue we have decided that we will carry out a Key Inspection of Oldway Heights before the end of February 2010. We can however inspect the home at any time if we have concerns for the people living there.
