Conditions of registration: None Date of last inspection 15 and 24/09/04 Brief Description of the Service: Margate Road is a care home providing 24 hour support, personal care and accommodation for three service users with learning disabilities. The home is situated in a residential area of St Annes, it is domestic in character and in keeping with the local community. It is within easy reach of community amenities and transport links. There are two ground floor bedrooms. The service is guided by the policies and procedures of Ormerod and has a dedicated staff team. The home provides long tem placements and is commited to the person centred planning approach. This is an overview of what the inspector found during the inspection. This inspection took place unannounced. During the inspection 4 service users (3 of whom live at Margate Road) and 3 staff members were spoken with. The person centred plans and records maintained at the home were looked at. Time was spent observing the workings of the home and how service users were supported by staff members. The building was toured as part of this inspection. What the service does well:
The person centred planning approach has been introduced to Margate Road over the past few years and has been developed to ensure that the service user is central to all decision making and achievements are recognised. The use of digital photography and video have helped the service users to communicate their experiences, and provide a permanent record for the service user of their daily life. This approach has enabled the service users to make positive choices in all areas of their lives, for example service users have taken up new hobbies, have been involved in local community activities and have had opportunities to realise personal ambitions. The staff maintain clear records, which note the progress, made by each service user towards achieving their individual plans. Good records are maintained with regard to personal health. The home has well established links with health support services and the staff make every effort to ensure that service users have full access to the health services they need. The service users spoken with and observed, appeared to be confident and enjoyed good relationships with the staff of Margate Road. The staff working at the home have developed relationships and understanding of the service users over time, and staff members felt that Ormerod was a good organisation to work for, and this is reflected by the low turn over of staff at Margate Road. Ormerod is active in promoting positive stories and celebrating the successes of the service users they support. The service users have made good links with the local community, and enjoy using local facilities for example, the YMCA. The service users are encouraged to develop their skills, and express their views, one way this is achieved is through the ‘Advocacy Group’. The Ormerod provides regular training opportunities for all staff, and also for service users, for instance some service users have taken part in recruitment and selection training to enable them to be part of the process for interviewing new staff.

JUDGEMENT – we looked at outcomes for standard(s) 6, 7, 8, 9 The service users at Margate Road are fully involved in the drawing up and achieving of their individual plans, the person centred planning approach is used to achieve this, this ensures that service users are encouraged to make their views understood and that they are in control of decisions about their lives. The service users at Margate Road are active in shaping their own lives and their independence is valued and promoted. EVIDENCE: Person Centred Planning files are maintained by each service user with the support of their keyworker. The file uses photos, programmes, tickets and other ways to provide an on going record of the events of the service users daily life and their experiences. The individual plans are supported by individual assessments, which are completed form the perspective of the service user, these record the level and type of assistance needed by the service user in all aspects of daily life. Each service user has a ‘communication passport’, which helps staff to understand and build up knowledge of the ways service users communicate their preferences and feelings. Risk assessments are completed to ensure that that a balanced decision can be made between health and safety considerations and independence, these are reviewed regularly.

Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 11, 12, 13, 14, 15, 17 The lifestyles of the service users are reflective of their individual preferences and support needs, this means that continuous personal development is promoted. Links with the community are very good and support and enrich service users’ social and occupational opportunities. EVIDENCE: Service users are supported to develop independence skills and communication skills, this was demonstrated by individual care plans and the way in which staff members communicated with each service user. The service users at Margate Road are supported to enjoy the activities they choose and are encouraged to try new activities, for example service users have recently been attending ‘Fun Pod’ at the local YMCA, this provides an opportunity to try out a wide range of sports. Each service user has an individually designed programme of activities during the week, which reflects that person’s interests, these include attending Music Appreciation, Aromatherapy sessions at the local parish rooms, Arts and Crafts, visiting local shops and amenities. Ormerod is involved in the local Learning Disability Partnership board, and has been active in organising and being a partner in initiatives which have

A recent event celebrated positive stories and achievements, this was attended by service users and local community groups and organisations, and received coverage in the local and national press. Family links are supported and facilitated by the staff of Margate Road, contact is promoted through visits, phone calls and text messaging. Some service users have daily contact with family members and others enjoy regular visits. Service users are involved in the preparation of meals and their individual preferences are recorded and respected. Service users are supported in following a healthy diet. The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 18, 19 The health needs of service users are well met with evidence of good multi disciplinary working taking place on a regular basis. The staff have a good understanding of the service users’ support needs, this is evident from the positive relationships, which have been formed between the staff and service users. EVIDENCE: Health needs are closely monitored and clear records maintained. Service users are supported in accessing health services, and this was demonstrated by a recent change of GP, as it appeared that a better service could be obtained for the service user. The local Community Nurse for Learning Disability has been actively involved in the support of service users. The recordings at the home show a sensitivity to, and understanding of, service users’ health needs. Over the past year a number of community initiatives have been instigated and supported by the Ormerod, including a ‘Sports and Healthy Living Taster Day’ which was held at various locations around the borough. The aim of the day was to provide access to and the opportunity to participate in sport and leisure activities, and provide information relating to healthy living advice and choice. This event has helped to inform the borough Sports Development Officer and has contributed to the activities offered in the locality.

Individual bedrooms are decorated to reflect service users preferences and lifestyle choices creating comfortable private accommodation. EVIDENCE: The environment is well maintained, the service user bedrooms are reflective of individual taste and are considered the service users private space. Service users are proud of their own rooms, and choose to spend time in them in line with their support needs. All bedrooms have now been fitted with locks. The lounge is currently being refurbished.
