This inspection was carried out on 29th October 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Excellent.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service The Parr Care Home is a purpose built building over 2 storeys situated in a Residential area of Parr. There are 59 single rooms and 1 room has facilities to be a double bedroom. 24 of the single rooms have en-suite facilities. The Home is registered to provide nursing care for 55 elderly persons over 65 and for 5 Residential Service Users. 3 named individuals privately own the Home, and Mrs Latif is now the Registered Person for the company. The Registered Manager is Mrs Colleen Blaney. The Manager has provided the minimum and maximum levels of fees for the home. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? The annual service review for Parr Nursing Home included the following: An annual quality assurance assessment (AQAA) was sent by us to the service. The AQAA is a self-assessment and a dataset that is filled in once a year by all providers and it is one of the main ways that we will get information from providers about how they are meeting outcomes for people using their service. The AQAA also provides us with statistical information about the individual service and trends and patterns in social care. Information we have about how the manager has managed any complaints. What the service has told us about events that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last twelve months. Relevant information from other organisations and what other people have told us about the service. What has this told us about the service? The AQAA (Annual Quality Assurance Assessment) was sent to us when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgment is that the Matron and staff are still providing an excellent service. They recognise that they are striving to make further changes as a result of listening to people. They were also able to evidence what they do well and the changes they have already implemented. The AQAA refers to how the matron and staff promote equality and diversity within the service. Residents from various religious backgrounds are able to follow their own religion. The service provides specialist palliative care and are halfway through accreditation for The Gold Standards Framework for End of Life Care. Care plans are audited on a monthly basis with records of these audits made. The service also has external quality assurance awards. The service continues to improve the physical facilities for residents including access for those less mobile. The garden grounds have been improved and the vegetable beds have provided a variety of produce for residents to eat. All staff are trained in all aspects of their role. Staff have two monthly supervision where training needs are discussed. All staff are working towards NVQ Level 2 in care with some working to Level 3 and 4. Staff are already qualified to these levels also. Annual Service Review Page 4 of 6 The matron advises us of any events that have happened since the last key inspection and any issues identified have been managed effectively. The matron works well with us and has demonstrated to us that the service continues to provide good outcomes for the people who use it. The Commission have not received any complaints regarding the service since the last inspection. The building is very well maintained and bedrooms are furnished to a high standard. The accommodation is kept very clean. Residents have access to external grounds and protected seating area are in place. The matron and staff listen to the views of the residents and this helps to provide a quality service. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will do a key inspection by 24th April 2010. We can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using it.
