Date of last inspection Brief description of the care home Pendale Care Home provides 24-hour care and accommodation to 23 older people of both sexes. The home is situated in a residential area in the south of Blackpool and is close to the sea front. There is a small parking area for visitors at the front of the building. The home has 23 single bedrooms all with an en-suite facility. The ground floor comprises of two lounges and a dining room with the front lounge overlooking the Solarium Gardens and the promenade. The home has a passenger lift, which people can use independently. The home has a Statement of Purpose and Service User Guide
Care Homes for Older People Page 2 of 8 Brief description of the care home providing information about the care provided, the qualifications and experience of the owners and staff and the services residents can expect if they choose to live at the home. A copy of the Service User Guide and most recent inspection report is available from the owner to help people make an informed choice whether to move into the home. The range of fees at the home are two hundred and forty one pounds and fifteen pence to three hundred pounds covering all aspects of care, food and accommodation. The owner provided this information on the 2nd September 2009. Hairdressing is provided free of charge unless people wish to make their own arrangements. Due to the nature of this inspection the Responsible Individual of the company owning the home (company representative) was given notice that the inspection was taking place to ensure the documentation that we needed to inspect would be available. The inspection was carried out as part of an on-going adult safeguarding investigation. A representative from the local authority was present during the inspection. To undertake this focused inspection we spoke to the person nominated by the company as having responsibility for the care home. We looked at the records relating to individual service users personal monies being retained by the home. Other records relating to accommodation charges were not available in the home. It was evident that an allegation of financial irregularities had been made by a person living at the home in August 2008 which involved a senior staff member. The company representative did not inform the Commission or any other agency of the allegation at the time. An Annual Service Review of the home was undertaken in July 2009 and the home were required to submit to the Commission an Annual Quality Assurance Assessment (AQAA) which is a comprehensive document used to demonstrate to the Commission how well the home is meeting the needs of the people who live there. Other information needs to be submitted in the AQAA to show that the home is operating in a way which meets the requirements of the law. No mention of the allegation or how it was being managed was documented in the AQAA. Information about the incident only came to light when an Inspector telephoned the home for information required to complete the Annual Service Review. The lack of information provided to the Commission and reporting to other relevant agencies demonstrates a lack of judgment and serious omission on the part of the company owning the home. It was evident that safeguarding policies were in place and available at the home indicating the procedure to be followed should an allegation of financial abuse be made. These procedures were not followed. At the time of the inspection records and receipts for monies being retained for people living at the home for the period of 2006 and 2008 were looked at. The records seen were in a state of disarray and it was not possible to audit these effectively in the home. As a result of this copies of records and receipts were taken from the home for further analysis. Other records which the company representative had been asked to be made available and which related to information about accommodation fees and other charges made by the home were unavailable. The company representative stated these were with the homes accountants. These are records which should be available in the home for inspection purposes at all times. The fact that they remained unavailable despite these being requested to be available in the home prior to the inspection is unacceptable. The company representative agreed to make these available to the local authority for their safeguarding investigation within 21 days of this inspection. What the care home does well:
This inspection was undertaken to focus specifically on the management arrangements in place at the home and obtain copies of financial records as part of an ongoing safeguarding referral. The inspection was limited in focus and undertaken as part of an adult safeguarding investigation.
