CSCI found this care home to be providing an Good service.

The inspector found there to be outstanding requirements from the previous inspection report. These are things the inspector asked to be changed, but found they had not done. The inspector also made 4 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well

Examination of records and discussion with the manager and members of the staff team shows significant work has been carried out to get to know service users including their likes, dislikes and to identify the things that are important in their daily lives.

What the care home could do better:

Examination of daily records and support plans show service users social and emotional needs are not being fully met. This is due to the incompatibility of some of the service users living at the home resulting in frustration, anxiety and on occasions leading to verbal and physical aggression. The manager and the area manager acknowledged these concerns and told us they were currently discussing these issues with other health and social care professionals involved in supporting individual service users. Examination of incident/accident reports show the manager and the staff team are experiencing difficulties managing aggressive or risky behaviours presented by some service users. Resulting in the more vulnerable service users being targeted with verbally and at times physically aggressive behaviour, leading to a significant deterioration in the quality of their daily lives and confidence in the service to maintain their safety and wellbeing. We discussed these issues with the manager and the area manager who acknowledged the concerns raised and stated extra staffing hours would be provided to safely support service users. Following our visit to the home the area manager informed us the rotas had been reviewed, long term sick leave had been covered by agency staff, members of the staff team had returned to work from sick leave and secondment opportunities resulting in a full complement of staff being available to support service users. Examination of a selection of service users files show at times significant information is not being recorded in a detailed manner. Particularly information about incidents where service users are the victims of verbal or physical aggression. Recording this information will allow an effective audit and assessment of needs including whether the staff team can effectively protect service users from physical abuse. We discussed with the manager and the area manager the need to ensure when a service user has been physically aggressive towards another service user this is referred to the local safeguarding unit. This is to ensure service users rights as citizens to be protected within their own home is supported and maintained. We looked at a selection of healthcare records which show overall the manager and the staff team monitor service user health and welfare. However they do not include in their review processes the impact psychological or emotional anxiety may have on service users physical healthcare needs. We discussed this with the manager and area manager who told us they would implement a system which would include this information.

The home has five single bedrooms, a lounge/dining room and bathrooms on the ground and first floor. There is a courtyard type area at the rear of the home and off road parking for approximately three cars. The home has no passenger lift. We spent approximately five hours at 17 Penkett Road talking with the manager, area manager and members of the staff team. We also spent a short time with service users and observing their interaction with members of the staff team. As part of the visit we looked at a selection of records including support plans, incident reports, healthcare records and daily record sheets.
