The Manager to have completed NVQ 4 in Management and Care by 2005. 14th July 2005 Date of last inspection Brief Description of the Service: Roselawn residential home provides residential care for up to 13 older people who require varying degrees of assistance. Rose Lawn has access to specialist services within the community. The home is located within short walking distance to Margate town centre and sea front. Stafing within the home comprises of a Registered Manager, Deputy Manager, Care and ancilliary staff. The home is a family run business with the owners and their family members having a high level of input into the home. This is an overview of what the inspector found during the inspection. This was the homes second annual inspection , that took part over the course of a day. A tour of the home was undertaken and policies and procedures were examined. The owners, and registered manager were present during the inspection. Service users appeared comfortable and relaxed within their surroundings. Staff on duty had an excellent rapport and communicated well with all residents. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1,3 and 6 The homes statement of purpose and service user guide are good. They provide service users and perspective service users with the information they need to make a decision about moving into the home. Service users move into the home knowing that their needs will be fully met. No intermediate care is provided at the home. EVIDENCE: Service users spoken to reported that prior to moving into the home, they were provided with a service user guide, that clearly identified what services and facilities were available. A copy of the homes statement of purpose was viewed and found to contain all the required information, evidence of recent review of this document was apparent. The registered manager confirmed that service users are provided with assistance where necessary in understanding the contents of the service user guide. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7 and 9 The care planning system is clear and consistent, providing staff with the information they need to meet the service users needs. Policies and procedures for the management of service users medication are adequate ensuring the safety of service users. EVIDENCE: Staff spoken to had a clear understanding of the individual needs of each service user. Care plans viewed illustrated service user and family involvement in the review process. Some service users spoken with had an awareness of the contents of their care plan and confirmed that should they wish to see the plan staff would provide assistance. Medication administration records were examined and found to be well maintained. Medication was found to be stored and labelled correctly. Excessive stock of topical dressing was found and was discussed with the registered manager who has since confirmed that all excess stock has been returned to the pharmacy and will continue to do so on a regular basis.

The intended outcomes for Standards 12 - 15 are: 12. 13. 14. 15. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 13,14 and 15 Service users are assisted and encouraged to maintain contact with family and friends. Personal care is provided in a manner that promotes and protects service users privacy, dignity and right to choose. Dietary needs of service users are well catered for with a balanced and varied selection of food available that meets service users tastes and choices. EVIDENCE: Service users spoke of staff making their family and friends feel at home whenever they visited, with nothing ever being too much trouble. Staff spoken to confirmed that assistance is provided to service users when needed in order for them to maintain contact. Individual care plans identified the level of support each service user requires, providing clear guidelines for staff to follow to ensure no intrusion of privacy or independence. Service users spoke highly of the meals provided within the home, and dietary needs and advice is catered for. Menus were displayed on each table within the dining room, and illustrated a wide range of meals and choices available to all service users.

Food stores were examined and found to contain a vide variety of branded products of good quality, and in sufficient quantities. The registered manager confirmed that hot and cold drinks and snacks were always made available. During the inspection the food was sampled and found to be tasty, well presented and of good quality. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 and 18 The homes complaints policy and procedure is excellent, ensuring service users receive quality care at all times. Staff have a sound understanding of adult protection issues which protects Service Users from possible abuse. EVIDENCE: The home has an open door policy, which encourages staff and service users to raise concerns with confidence that appropriate measures will be taken. Service users spoken with had a clear understanding of the homes policy, records viewed confirmed this. A copy of the homes complaints procedure was on display within the entrance hall. The Registered manager confirmed that all staff attend an in-house adult protection training course on commencement of employment which is then followed up by a certified external training course. Staff spoken to had a good understanding of the procedure in identifying and reporting possible abuse. Certificates for staff attendance in adult protection training courses were on display within the manager’s office. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 and 26 The standard of the environment within the home is good providing Service Users with an attractive and homely place to live. Infection control measures are in place, which promotes the wellbeing and health of service users and staff. EVIDENCE: A tour of the home was undertaken, and all areas were found to be decorated and furnished to a high standard. The majority of fixtures and fittings were domestic in nature. To the front of the property there is a large paved seating area with water feature. It was noted that Service Users have been encouraged to personalise their bedrooms. The home has an ongoing programme of maintenance. The home was found to be clean and no offensive odours were present. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 28,29 and 30 Recruitment procedures in place are thorough, assisting in the protection of all service users. Service users receive care from appropriately trained and competent staff. EVIDENCE: High levels of staff were on duty during the inspection, staff rotas examined showed good levels of staff were on duty at all times to ensure service users needs can be fully met. Staff files viewed contained CRB checks and relevant information in accordance with the homes recruitment policies and procedures. The management of the home spoke of investing in staff training and development, records evidenced confirmed that all staff working within the home have received and continue to receive appropriate training. The registered manager explained that the home is experiencing some difficulty in ensuring fifty percent of the staff team hold NVQ level 2 in care. Training files identified for those members of staff not holding this award extensive in house and external training courses are undertaken to ensure the changing needs of the service users are fully met. Throughout the inspection staff were observed communicating well and treating all residents with respect and dignity. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31,32,33,35 and 38 Service Users benefit from a well managed home. The management of the home is open, encouraging Service Users to become involved in the day to day running of the home. Quality assurance procedures within the home ensure the home runs in the best interests of the service users. The health and safety of the service users and staff are promoted and protected. EVIDENCE: The Registered manager has a clear understanding as to the going on within the home, service users spoke of the manager and family members undertaking care and domestic duties when needed and providing an open door to discuss personal issues and worries.

Records viewed were found to be well maintained, accurate and showed evidence of regular review. The Registered Manager is currently undertaking an NVQ level 4 and Registered Managers Award. The Registered Manager confirmed that resident meetings take place, however many residents prefer to speak on a one to one basis when raising issues. Completed questionnaire returned to the Commission prior to the inspection identified all service users were very satisfied with the service that they receive. Health and safety records viewed illustrated that regular safety checks are undertaken by outside agencies. Fire safety records indicated that regular drills take place and all equipment has been maintained to a safe standard. The registered manager confirmed that the home has no involvement in the management of service users monies.
