Two named persons (as known to the Commission for Social Care Inspection) under the age of 65 with dementia may be accommodated at any one time. One named person (as known to the Commission for Social Care Inspection) may be accommodated in the category PD. 7th July 2005 Date of last inspection Brief Description of the Service: Sidney Gale House is a purpose built home situated approximately ½ mile from the town centre providing care and accommodation for elderly people. The home is owned and managed by Dorset County Council Social Services Directorate; Mrs Mairi Manvell is the manager and Mr Harry Capron the registered person. The manager has overall responsibility for the home which provides care for up to 44 residents within the categories of old age (OP), dementia over 65 years of age (DE (E)) and mental disorder over the age of 65 years of age (MD (E)), with 9 of these places available for respite care. The home accommodates residents in single bedrooms arranged over three floors in six units (two on each floor). Each unit has a communal room, kitchenette, bathrooms and toilets. There is a small smokers lounge on the first floor. None of the bedrooms has en suite hygiene facilities, close to all bedrooms there are toilets and bathrooms suitable for residents with mobility difficulties. Ground floor rooms include offices, a hairdressing room, activities room, laundry, large commercial kitchen and a large lounge with toilets and a kitchen for residents use. The home is surrounded by gardens mainly laid to lawn with mature trees and a paved area at the side of the home. This is an overview of what the inspector found during the inspection. This inspection was one of the two statutory inspections required in accordance with the Care Standards Act 2000. The previous inspection took place during July 2005; since that inspection no complaints against the home have been received or investigated. The inspector spoke to many residents, and together with manager Mrs Manvell considered other evidence relating to the National Minimum Standards, as described in this report. Additional information used to inform the inspection process included the reports routinely sent to the Commission by the provider organisation and the Comment Cards completed and returned to the Commission since the previous inspection from residents and health and social care professionals. The cards indicated high levels of satisfaction. In recognition of the circumstances and history of this home, which is known to routinely meet the National Minimum Standards this inspection was relatively brief in duration and focussed on discussion with residents and assessment of only the most essential standards. Standards assessed and found met during the previous inspection were not reassessed during this inspection; this report should therefore be read in conjunction with the report of the previous inspection. What the service does well:
Sidney Gale House provides residents with a very good quality of life and social care, in comfortable surroundings providing privacy, companionship and assistance when needed. Residents are encouraged and assisted to maintain independence whenever possible. Staff relate well to service users. The quality of life and standard of social care is exceptionally good; appropriate and well organised activities regularly take place and there are occasional excursions. Staff are encouraged to undertake training in related subjects and are supported and supervised in their work. Standards of user satisfaction are very high.

Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 (Standards 13, 14 & 15 were met at the previous inspection) The quality of life and standard of social care is exceptionally good. EVIDENCE: The inspector spoke to a number of residents and the visiting relatives of 2 residents; all expressed satisfaction with the home, including the frequency and variety of recreational and social activities. At the time of the inspection a group of residents were baking in the activity room kitchen, while others watched television in small lounges, spoke with each other and staff, read books and newspapers and were generally engaged in the activities of their choosing. JUDGEMENT – we looked at outcomes for the following standard(s): 30 (Standards 27 & 29 were found met at the previous inspection) Staff receive appropriate training and are competent to carry out their jobs. All staff are properly supervised. The home meets the recommended standard for at least 50 of care staff to hold a National Vocational Qualification in care. EVIDENCE: All new staff undertake induction training. Staff receive training appropriate to their needs and are supported and encouraged to train for National Vocational Qualifications. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for the following standard(s): 33, 35 & 38 The home is well managed and staff understand their work and receive training appropriate to their needs. Discussion with residents indicated they are very satisfied with the home. Residents are satisfied with the home and feel staff care for them well and put them at their ease. With the exception of the personal allowances of some residents, the home does not manage the finances of residents. Service users and staff are properly protected from harm and their wellbeing is promoted. Sidney Gale House DS0000032141.V274481.R01.S.doc Version 5.1 Page 15 EVIDENCE: Mrs Mairi Manvell is the registered manager of Sidney Gale House; she possesses NVQ4 in management in care and is suitably experienced. The home has arranged for provision of a ‘Suggestion Box’; there are periodic Residents Meetings and ‘user satisfaction’ questionnaires have been issued to ensure that residents and their representatives remain satisfied with all aspects of the home. With the exception of the personal allowances of some residents (for which all transactions are confirmed by receipt), the home does not manage the finances of residents. At all times there are staff on duty in the home trained in First Aid and with knowledge of how to deal with accidents and health emergencies. Residents indicated they are extremely well satisfied with Sidney Gale House; they said they feel safe and well cared for. Records of fire safety equipment checks and tests, staff fire safety training and fire drills show that these essential aspects receive appropriate attention. The inspector was shown records indicating the safety of the premises and equipment including the water supply and gas and electrical installations.
