The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

St Christopher`s continues to provide a very good level of care to residents. The home has maintained its stable staff team who provide a friendly and caring environment for residents. Eight resident survey forms and discussions on the day with six residents stated that residents felt well looked after by the staff. Positive comments were also received about the level of support both staff and residents receive from the proprietors. The home is efficiently run and staff continue to receive a very good level of training and supervision to carry out their roles. The home is always clean and tidy and maintained to a high standard.

What has improved since the last inspection?

One requirement and one recommendation were made during the last inspection and the home has dealt with these. All recruitment files now contain photos of each staff member. The home is aware that CRB checks are not transferable between care homes.

What the care home could do better:

No requirements were made during this visit. The home must ensure that doors are not propped open with wedges as this could create a fire safety risk.

The maximum number of service users to be accommodated is nineteen (19) Service users must be older people aged sixty-five (65) years or over on admission 3rd February 2006 Date of last inspection Brief Description of the Service: St Christophers Residential Home is registered to provide care for up to nineteen older people and is situated in a residential area of Hove. The detached property consists of thirteen single rooms and two double rooms of which six singles and one double have en suite facilities. The home is furnished to a high standard. Communal areas include a large lounge, dining area, quiet room, conservatory and a rear garden. Two stair lifts are available. Residents need to be reasonably mobile, as the home is not suitable for wheelchairs above ground floor level. The home is in close proximity to the seafront, local transport and other amenities. St Christophers is a member of the Brighton & Hove National Care Homes Association and has also received the Investors in People Award. The current fees range from £380.00 to £610.00 per week. Chiropody, hairdressing and newspapers are additional charges. This key unannounced inspection was carried out over a period of seven hours on 26th October 2006. As well as this site visit information was also gained from a returned pre-inspection questionnaire, eight resident feedback surveys, informal talks with six residents, two visitors, four staff and both proprietors. The site visit consisted of a health and safety check of the premises, looking at the needs of four particular residents, document reading and observing staff interactions with residents. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. JUDGEMENT – we looked at outcomes for the following standard(s): 3 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. All prospective residents have their needs assessed before they move into the home. EVIDENCE: The home carries out a thorough assessment of a resident’s needs before they move into the home. An assessment record was viewed for a resident who had recently moved into the home and it contained good information about the person’s current needs. The home will not admit a resident whose needs it cannot meet. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8, 9 & 10 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Care plans are informative and up to date. The healthcare needs of residents are being met. Medication is being correctly administered. Residents were seen to be treated with respect and dignity. EVIDENCE: Four care plans were viewed during this visit and they were found to be informative and up to date. Care plan reviews are carried out every three months or more frequently if a residents needs are changing. A key worker system is in place. Records also showed that resident’s healthcare needs are being met. All residents have access to their own GP’s and referrals are made to the relevant professional bodies when required. Medication records were checked and the home is following the correct procedures. None of the residents are currently self-medicating. During the day staff were observed interacting with residents and their manner towards residents was respectful and caring. Several residents were also asked as to how staff treated them and they all responded that they were treated well and their dignity and privacy was respected. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13, 14 & 15 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Residents are offered their preferred lifestyle. Visitors are welcome in the home. Residents are able to make their own choices and decisions. The home offers residents a wellbalanced diet. EVIDENCE: The home offers residents weekly exercise classes and there have been some enjoyable outings out this summer. One resident who was spoken to felt there was not enough to do in the afternoons. This was discussed with the proprietors who said they had introduced several new activities but they had not been well attended. Several residents go out on their own and on this particular day two residents were going out to a local club and they were awaiting transport. Another resident had gone out with a relative for lunch. Of the seven residents that were spoken to the majority stated that they were happy with the lifestyle the home offered. During the afternoon a staff member was giving residents manicures, which they appeared to be enjoying. Visitors are made welcome in the home and there are no visiting restrictions apart from late at night when the home would require a visitor to ring beforehand to advise of the time of the visit. Residents are encouraged and supported to maintain their friendships. Two visitors were seen in the home St Christopher`s Rest Home DS0000014240.V311463.R01.S.doc Version 5.2 Page 11 during this visit and they both stated that they were always made welcome in the home. Medication records were checked and the home is correctly administering medicines. Staff receive a good level of medication training. A senior staff member is responsible for ordering and organising the homes medication. Seven residents were asked about the quality of meals the home offered and all responded very positively. They stated that the meals were good and that they had a good choice and other options were available if they did not like the main meal being offered. Meals are prepared freshly each day and overall the menu appeared well balanced and nutritious. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. JUDGEMENT – we looked at outcomes for the following standard(s): 16 & 18 Quality in this outcome area is good. The home has a complaints policy & procedure. The home has produced a policy and procedure to protect vulnerable adults. EVIDENCE: The home has written a complaints policy and procedure, which is available to all residents. No complaints had been made. Residents were asked as to whether they knew how to make a complaint if they were not happy about any aspect of the care they were receiving and they all responded that they knew who to go to. The home has produced a policy and procedure regarding the protection of vulnerable adults. A resident made an allegation in August 2006 and this was investigated by the manager/proprietor and the Brighton & Hove Adult Protection Team. This allegation was found to be unsubstantiated. Residents live in a very pleasant and homely environment. The home is kept very clean and maintained to a high standard. EVIDENCE: St Christopher’s is a very well maintained home and it provides a safe and pleasant environment for residents. Bedrooms are located over three floors and stair lifts have been installed. The home is kept very clean and tidy. An ancillary worker is employed to maintain the cleanliness of the home. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27, 28, 29 & 30 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The home employs a caring staff team. 50 of the staff team hold NVQ qualifications. The home carries out suitable recruitment procedures. Staff are offered a very good level of training. EVIDENCE: The home continues to employ a stable and caring staff team. During the day it was evident that staff get on well together and provide a warm and friendly environment for residents. Eight resident feedback surveys also stated that the staff were very caring and that their support needs were always met. There are normally three staff employed for the morning shift and two for the afternoon and one night staff member. The home also employs a chef and ancillary workers. Both proprietors work in the home on a daily basis. Four staff were spoken to during this visit and all stated that they continued to be happy working at St Christopher’s and felt well supported to carry out their roles in the home. Staff meetings are held on a regular basis, as are staff supervision sessions. Currently fifty per cent of the staff team hold a National Vocational Qualification in Care (NVQ). Three staff are due to commence NVQ Level 2 training in the immediate future. Four staff recruitment files were viewed and they all contained the required information as set out in Schedule 2 of the National Minimum Standards. All staff attend monthly training sessions, which are held in-house. Recent training has included first aid, infection control, Protection of Vulnerable Adults, food hygiene, bereavement, manual handling and skin care. All new staff receive an induction programme, which includes staff training and development. Staff are also provided with an employee handbook and access to a professional staff advice service. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 33, 35 & 38 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The home is run in a professional and efficient manner. The home has a quality assurance system in place. Residents are responsible for their own finances. The home promotes the health and safety of both residents and staff. EVIDENCE: The proprietor/manager has many years experience of caring for the elderly and runs the home in a professional and friendly manner. She has obtained the NVQ Level 4 qualification and the Registered Managers Award. Residents and staff who were spoken to on the day all stated that they felt the home was well managed and that if they had any concerns or issues they would go to the manager. Staff also stated that they received good support from both proprietors. These are carried out four times a year. Feedback is also sought from relatives, visitors and professional people who come into the home. These feedback surveys were viewed during the day and the feedback supplied was very positive about the quality of care residents are receiving. A business plan has also been developed and it is envisaged that the home will be redecorated next year. The home does not look after any of the resident’s monies. Residents manage their own finances with the help of family and friends. A health & safety check was carried out and one health and safety concern was identified. Two resident’s doors are being propped open with wedges. It is recommended that the home look into this and ensure it does not pose any fire safety risk. Environmental Health carried out a check of the premises in August 2006 and no issues were raised. Staff have received training in the areas of fire safety, first aid, food hygiene, infection control and manual handling. Fire drills are carried out regularly and checks are made on fire alarms, call bells and hot water temperatures. The home is very well maintained.
