This inspection was carried out on 3rd February 2006.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

St Christopher`s is providing a good level of care and the outcomes for residents are very positive. The home maintains a stable staff team who get on well together and provide a friendly and caring environment for residents. The home provides a very good level of staff training and currently sixty per cent of staff have obtained an NVQ Qualification. The home is maintained to a high standard and all rooms within the home are comfortable and tastefully furnished.

What has improved since the last inspection?

Staff have continued to complete their NVQ Qualifications. One senior staff member is being supported to study for the Registered Managers Award. All windows within the home have been totally replaced and twenty brand new armchairs have been purchased for the lounge area.

What the care home could do better:

The staffing recruitment files need to include recent photos of each staff member. The home must be aware that CRB checks are not transferable between care homes.

The maximum number of service users to be accommodated is nineteen (19) Service users must be older people aged sixty-five (65) years or over on admission 21st July 2005 Date of last inspection Brief Description of the Service: St Christophers Residential Home is registered to provide care for up to nineteen older people and is situated in a residential area of Hove. The detached property consists of thirteen single rooms and two double rooms of which six singles and one double have en suite facilities. The home is furnished to a high standard. Communal areas include a large lounge, dining area, quiet room, conservatory and a rear garden. Two stair lifts are available. Residents need to be reasonably mobile, as the home is not suitable for wheelchairs above ground floor level. The home is in close proximity to the seafront, local transport and other amenities. St Christophers is a member of the Brighton & Hove National Care Homes Association and has also received the Investors in People Award. This Announced Inspection was carried out over a period of four and a half hours on 3rd February 2006. The inspection process included a returned preinspection questionnaire, eleven service user comment cards, seven relatives/visitors comment cards, document reading, tour of the premises and informal chats with residents, staff, the manager/proprietor and proprietor. The comments from the returned questionnaires were overall very positive. Residents felt well cared for and they stated that staff were caring and friendly. Relatives stated that the home was well run and that management and staff were considerate, helpful and friendly. What the service does well: What has improved since the last inspection? Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1&3 The home has a service users guide, which has been recently updated. Prospective residents are assessed for their needs before moving into the home. EVIDENCE: The home has produced a comprehensive service users guide, which provides residents with information regarding their charter of rights, services offered, aims and objectives, terms and conditions, personal belongings, fees and how complaints can be addressed. The guide is reviewed regularly and updated when necessary. All prospective residents will be assessed by the manager prior to moving into the home. The home has produced a comprehensive assessment form specifically for this purpose. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 & 10 Medication is being correctly administered. Residents were seen to be treated with dignity and respect. EVIDENCE: At present no resident is self-medicating and staff currently administer all medications to residents. Random records were viewed and were found to be in order. Staff receive advanced training in medication administration. During the inspection staff were seen to treat each resident with dignity and respect and this was confirmed by residents who were spoken to on the day. Personal care is carried out in the privacy of a resident’s bedroom. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 14 Residents are provided with opportunities to exercise choice and control. EVIDENCE: The vast majority of residents handle their own financial affairs with the help of relatives and friends. The service users guide states that the home will guard against restricting rights and choices and against any institutional practice or regimes. Where requested staff will try to assist residents to make choices in their lives. EVIDENCE: The home has produced an adult protection policy and procedure, which also includes whistle blowing. All staff have attended training in adult protection and all staff receive a CRB check before they commence employment at the home. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 22 & 23 The home is well maintained and provides a very pleasant environment for residents. The home has been assessed by an occupational therapist. Resident’s rooms are comfortable and homely. EVIDENCE: St Christopher’s is a very well maintained home and it provides a safe and pleasant environment for residents. Bedrooms are located over three floors and there is a stair lift provided. Recent refurbishments to the home have included a total replacement of all windows within the home. The new double glazed windows all include suitable restrictors. Twenty new armchairs have also been purchased for the lounge room. The home was assessed by a qualified occupational therapist in November 2004 and no further specialist equipment is required at present, as the home is providing a suitable range of adaptations, which are currently meeting resident’s needs. Some residents have brought in their own personal belongings and small pieces of furniture and this helps to make the rooms more personalised. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27, 28 & 29 The home employs a stable staff team. 60 of staff hold an NVQ Qualification. The staff recruitment files need to include photos of all current staff members. EVIDENCE: The home currently employs fourteen staff; eleven of which are care staff. There are normally three staff employed for the morning shift and two staff for the afternoon shift. A night staff member is also employed. Both proprietors work in the home on a daily basis. There are also two part-time chefs and three ancillary staff employed. Several staff were spoken to during the inspection and they stated that they were happy working at St Christopher’s. They all get on well together as a team and feel well supported by management. It was also stated that staff are offered very good training opportunities. Comments about the staff from residents and relatives were very positive and several stated that they were caring, helpful, considerate and friendly. Currently sixty per cent of the staff team have obtained NVQ and City & Guilds Qualifications, which is very commendable. One senior staff member has commenced studying for the Registered Managers Award (RMA). Several staff recruitment files were viewed and the home operates effective procedures, however the home must be aware that CRB checks are not transferable between homes and that new checks must be applied for before a new employee commences. Once appointed all new staff receive an induction programme, which includes a staff training and development programme. They are also provided with an employee handbook and a management handbook. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 32, 36, 37 & 38 The home is run in a professional and competent manner. The management approach of the home is friendly and efficient. Staff receive a good level of supervision. The home promotes the health & safety of all staff and residents. EVIDENCE: The proprietor/manager is very experienced and runs the home in a professional and friendly manner. She has obtained the NVQ Level 4 Qualification and the Registered Managers Award (RMA) and she has worked with elderly people for the past eleven years. The home is managed very effectively and both staff and residents felt they could approach the proprietor/manager if they had any issues or concerns. Staff receive a very good level of supervision, which is carried out monthly and alternates between ‘on the job’ supervision and supervision questionnaires. St Christopher`s Rest Home DS0000014240.V271209.R01.S.doc Version 5.1 Page 17 These questionnaires will cover a different topic each time and include such subjects as medication, manual handling, health & safety etc. Annual staff appraisals and three-monthly reviews are also carried out. Both co-proprietors are very much involved with supervising staff and they ensure that the staff team maintain good levels of workplace skills and knowledge. The home has produced a very comprehensive set of policies and procedures, which have recently been reviewed and updated. New polices that have been introduced include legionella and avian flu. St Christopher’s is maintained to a high standard. A tour of the premises was carried out and no health and safety concerns were identified.
