This inspection was carried out on 12th May 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Good.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Staddon Lodge is registered with the Commission to accommodate a maximum of 12 older people. The home is situated in a residential area within walking distance of Westbourne shopping area and Bournemouth upper gardens. The home is an older style property that has a secluded and well-maintained garden. All of the bedrooms are offered for single occupancy with six of these being sited on the ground floor. Bedrooms on the ground floor have ensuite toilet facilities. The remaining bedrooms are sited on the first floor with two of these having ensuite toilet facilities. Access to the first floor is by means of the stairwell or stair lift. On the ground floor there is a lounge with a separate dining room for residents? use. Mrs Davis, one of the registered providers is responsible for the day-to-day Annual Service Review Page 2 of 6 None management of the home. One member of staff lives on the premises. Weekly fee rates for the home range from #422 to #575 per week. Information about additional charges is detailed within the homes Terms and Conditions of Residence. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included the annual quality assurance assessment (AQAA) that was completed by the service and returned to us on 26th March 2009. The AQAA is a selfassessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. We also looked at notifications received. These are a legal requirement; the service must tell us about certain things that happen in the service. The report of the previous inspection undertaken on 8th April 2008 was also considered in this review. What has this told us about the service? The home sent us their annual quality assurance assessment when we asked for it. It was clear and gave us all the information we asked for. In the completed AQAA, Sheena Davis, the registered person at Staddon Lodge has identified what they feel they do well which gives no cause for concern about the service which is consistent with the last key inspection undertaken in April 2008. One requirement was made of the service at the last inspection, this has not been addressed in the AQAA to evidence that is met although the last inspection report confirms that this requirement related to two residents who had recently moved to the home and that all other residents had a photograph for identification purposes on file, the requirement will be reviewed at the next inspection of Staddon Lodge. In the AQAA Sheena Davis has identified that improvements in the next 12 months will include training for staff in the care planning process and a review of care plans, an internal audit and increased staff training regarding service users rights, protection and complaints and some redecoration to the entrance hall of the home. Telephone discussion with Mrs Davis evidenced that staff have now received Person Centred Care Planning training and are developing systems within the home. Section 6 of the AQAA asks that the service identify its policies and procedures and their last review date. There are some inconsistencies in the information provided where it is confirmed that here is no policy for recruitment and employment whilst the section of the AQAA referring to standards 27, 28, 29 and 30 states that there is a clear recruitment procedure. In a response to the draft Annual Service Review report, Ms Davies clarified that the service does follow a correct recruitment procedure. Section 6 of the AQAA also states that there is not a policy for individual planning and review, it is suggested that this policy is developed to help staff understand the process in accordance with the training to be provided in care planning. Whilst the data set provides evidence of the relatively low dependency levels of residents, it is suggested that the home considers purchase of a hoist and suitable training for staff in the event that a resident may require the assistance of such equipment. Similarly, whilst a clinical waste contract may not be necessary for the homes current occupancy, a policy for staff to refer to for the correct disposal of clinical waste products would be prudent to ensure best practice, hygiene and reducing risks of contamination. Annual Service Review Page 4 of 6 Data provided with the AQAA informs us that there has been one safeguarding referral and investigation, this has been managed appropriately by the home and referred following the correct procedures. A telephone discussion with the investigating officer from the local authority evidenced that it is ongoing with a final meeting planned for the end of the month. The data provided with the AQAA tells us about the level of occupancy in the home and an outline of the dependencies of service users, the data also provides information about the staffing levels and competencies. There are 5 full time and 9 part time care staff employed, 7 (50 ) of these staff have achieved NVQ level 2 or equivalent. Correspondence and communications held on file relating to reported incidents have been well managed by the service (The Care Homes Regulations (CHR 2001) expect homes to inform the Commission about certain incidents or events in the home, these are called notifications under regulations 37 of the CHR) A review of notifications sent to us shows that they keep us informed of any incidents or events in the home that may affect the well being of residents, and manage situations in accordance with guidelines. We have not received any surveys from service users giving their views on the service and care provided although it is evident from the completed AQAA that Staddon Lodge uses an internal audit using group and one to one discussion with residents and regular meetings to discuss and review their care progress. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by April 2010 although can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
