Date of last inspection Brief description of the care home Strawberry Bank provides personal care and support for 24 older people. The home is located at the head of a quiet cul-de-sac, off the main Halifax road into Liversedge. Accommodation is on three floors, with a lounge, and a dining area on the middle floor. A passenger lift serves all floors. There is a mixture of both single and shared bedrooms. There is also a patio to the rear of the property, where people can sit out in the warmer months of the year. In addition to the weekly fee there are additional charges for hairdressing, newspapers, and magazines. The last key inspection took place on 9 February 2009, the rating for the service is zero star - poor service. We also carried out a random inspection on 18 March 2009 because we were concerned that the home had insufficient funds to purchase food and cleaning materials and we were concerned that the home was not adequately staffed to meet the needs of the people living there. On that visit the manager was able to confirm that the budgeting arrangements had been improved and there were sufficient funds available for supplies to be ordered and paid for. The manager was also able to confirm that the home was adequately staffed to meet peoples needs. On 30 June 2009 the provider of Strawberry bank went into administration. The joint administrators P&A Partnership, then appointed WM Health Care to act as their advisors. This random inspection took place on 8 July 2008 because we were concerned that the health and safety of people living at the home was placed at risk because equipment in the home was unsafe and had not been serviced at the correct intervals. We also wanted to check that people were receiving the care that they needed. On 3 July 2009 a member of the management team from WM Health Care told us that the boiler used for heating and hot water at the home was unsafe beacuse it was not sufficiently ventilated. On 3 March 2008 when the boiler was serviced, the provider was notified that additional work needed to be carried out to ventilate the boiler to meet changes in regulations. When the boiler was next serviced on 2 March 2009, the ventilation work had not been carried out ; the engineer switched off the boiler and issued an at risk notice. When WM Healthcare checked the boiler, they found that it had been switched back on but the ventilation work had not been carried out. We talked to one of the managers from WM Healthcare during our visit who informed us that arrangements had been made for a gas engineer to inspect the boiler and a decision was made to switch it off. We were told that the home had two immersion heaters; an electrician had inspected both of them but only one was suitable for immediate use. While we were there, the registered manager checked the hot water supply and checked the temperature of the water supply at the taps. Seven bedrooms, one bathroom and the kitchen had a supply of hot water. The temperature of the hot water was within safe limits in the bathroom and all but two of the bedrooms. The representative from WM Health Care then made immediate arrangements for risk assessments to be conducted in these areas, for regular checks of water temperatures to be carried out and for all staff to be made aware of the need for caution. We were told that arrangements were in place for an electrician to ensure that the second immersion heater was in safe working order by the end of the day so that there was a
Care Homes for Older People Page 4 of 9 further supply of hot water available. The temperature of the hot water in additional rooms would also be monitored. When we visited, WM Healthcare had started to carry out a detailed assessment of health and safety issues at the home and reported that they were unable to find up to date details of the annual servicing of equipment used in the home. They had started to contact the suppliers of equipment that the home had contracts with, to check whether servicing was up to date and make to arrangements for work to be carried out where it was needed. A visit from the fire safety officer had also been requested by WM Health Care and an audit of the premisies had been carried out. This highlighted preventative and protective measures that needed to be carried out for the safety of people at the home. We were given a copy of the fire officers report and informed that WM Health Care had arranged a visit from a fire safety consultant on 9 July 2009 to assess the work that was required. We did not check all of the outstanding requirements arising from the last key inspection on this visit. WM Health Care assured us that immediate action had been taken to ensure that people living at the home were safe and receiving adequate care. They told us they will continue with their detailed assessment of the service and will notify us of any concerns that affect the well being of people living there.
