CQC found this care home to be providing an Good service.

The inspector found there to be outstanding requirements from the previous inspection report. These are things the inspector asked to be changed, but found they had not done. The inspector also made 2 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well

There were no significant improvements since the last inspection with recruitment procedures for staff appointed in the last six months.

What the care home could do better:

To ensure people using the service are protected from the appointment of unsuitable staff recruitment files must include an application form, POVA/CRB check and two written references. This issue, which was the subject of an immediate requirement made at the last inspection, has not been addressed. Duty rotas which state the shifts actually worked by individual members of staff must be dated and available at the home. This will ensure that the first shift worked by a new employee can be accurately identified.

One person has a learning disability. The home is a large detached house, located on a main road close to Burnley town centre. There are good bus and rail links nearby. There is car parking at the front of the home and an enclosed garden/patio at the back. Car transport with staff escort is provided. There are two lounges and a dining room/lounge on the ground floor. Private single bedrooms and one double (most en-suite) are on the ground, first and second floors. There is a lift to the upstairs bedrooms. The home has an activities programme that includes movement to music, reminiscence, entertainers, dominoes, bingo and outings. The home has a Statement of Purpose and Service User Guide providing information about the care provided, the qualifications and experience of the owners and staff and the services residents can expect if they choose to live at the home. A copy of the Service User Guide and most recent inspection report is issued to all prospective residents and their relatives/representatives to help them make an informed choice whether to move into the home. The range of fees at the home are £366.00 to £433.00 covering all aspects of care, food and accommodation. The manager provided this information on the 13th May 2008. Care Homes for Older People Page 3 of 9 What we found: The quality rating for this service is 2 stars. This means that the people who use this service experience good outcomes. The reason for this random inspection was to check compliance with the immediate requirement made at the random inspection of 9 March 2010. This requirement was for staff recruitment files to include an application form, Criminal Records Bureau (CRB) check and two written references. We looked at the documents obtained and added to the staff recruitment files since the last inspection. These included one written reference for each of three members of staff and two documents for another member of staff. However, it was difficult determine whether these documents were testimonials or references. Although evidence of CRB checks was available for two other people the date on one of these indicated that the person had starting working at the home before this was received. The manager was not on duty at the time of this visit but the provider explained that the reason why some recruitment files were not available was because they had been stolen. He told us that the manager was sorting out the files and had left them in the office and people have taken some files and pieces of paper. The provider said, Leaving the files accessible was the only error in our judgement. He explained that the locks on the office door had been changed and in future staff files would be stored securely. We looked at the duty rota which provided details about the number of staff on duty. However, this was undated and followed a four weekly cycle. Copies of previous rotas were not available which meant there were no easily accessible records of the shifts worked by individual members of staff prior to the present rota. The lack of past duty rotas also meant that we could not determine the date of the first shift worked by any new employees.
