What the care home does well

There were no significant areas of good practice identified with recruitment procedures for staff appointed in the last six months.

What the care home could do better:

To ensure people using the service are protected from the appointment of unsuitable staff recruitment files must include an application form, POVA/CRB check and two written references. The date for compliance with this requirement was 11 March 2010 and a return visit was arranged for that date.

One person has a learning disability. The home is a large detached house, located on a main road close to Burnley town centre. There are good bus and rail links nearby. There is car parking at the front of the home and an enclosed garden/patio at the back. Car transport with staff escort is provided. There are two lounges and a dining room/lounge on the ground floor. Private single bedrooms and one double (most en-suite) are on the ground, first and second floors. There is a lift to the upstairs bedrooms. The home has an activities programme that includes movement to music, reminiscence, entertainers, dominoes, bingo and outings. The home has a Statement of Purpose and Service User Guide providing information about the care provided, the qualifications and experience of the owners and staff and the services residents can expect if they choose to live at the home. A copy of the Service User Guide and most recent inspection report is issued to all prospective residents and their relatives/representatives to help them make an informed choice whether to move into the home. The range of fees at the home are £366.00 to £433.00 covering all aspects of care, food and accommodation. The manager provided this information on the 13th May 2008. Care Homes for Older People Page 3 of 8 What we found: The quality rating for this service is 2 stars. This means that the people who use this service experience good outcomes. The reason for this random inspection was to monitor recruitment practices following information received that these may not be thorough. We asked the manger for the the files of all staff recruited in the last six months including the ones of people who had been recruited and then left during that time. The manager told us that some of these files were at her home and went to get them. When she returned the only documents she returned with were the certificates confirming the qualifications for one member of staff. The manager explained that she was unable to find the other files and said they were all in a filing cabinet. The office and filing cabinet were very disordered with files and documents left in untidy piles on desks and the floor making it difficult to find individual items. However, the manager did find some recruitment information for five members of staff. One file contained an application form, a Criminal Records Bureau check (CRB), dated after the person had started working at the home, and certificates confirming the persons qualifications. There were no written references nor was there any evidence to suggest that these had been requested. The only information for two of the others was an application form. The manager explained that she was waiting for the CRB checks for three people to come back before they started working at the home. Two of these files were available for inspection. One contained an application form and the other documents as proof of the persons identity and a photocopy of the first page of a CRB application form. The manager said, Theres no way I would employ anyone without a POVA/CRB check. Having thorough recruitment procedures in place ensures people who use the service are protected from the employment of unsuitable staff. This includes obtaining two written references and a CRB check before any new employees start working at the home. We discussed recruitment procedures with three members of staff on duty. They had all worked at the home for less than eighteen months. All of them said they had completed an application form and attended for interview. One person told us they had waited a few weeks for the CRB check to come through before they had started working at the home. Another member of staff said they did not recall receiving a copy of the CRB certificate. Further discussions took place with the manager about staff recruitment. She did tell us that she had obtained POVA/CRB checks and two written references for people she had recruited but said they were held in another place. However, the manager was unable to produce evidence of them on the day of this visit.
