Sunningdale House provides care for up to 36 older people. This includes registration for six people with dementia and six people with a mental disorder. The Registered Manager Alison Watson is due to become an Area Manager for the company. There is a new Manager Joanne Cauchi, who is due to make her Care Homes for Older People
Page 2 of 9 Brief description of the care home application to become the Registered Manager. The home is situated near the centre of Perranporth with easy access to shops and other local community facilities. The home has a front garden with seating provision overlooking the boating lake. The car park is steeply sloping and there is ramped access from this to the main entrance. There is a passenger lift to the bedrooms on the first floor. The majority of bedrooms in the home are en suite. The home has a choice of communal areas including a sun lounge. The home provides some day and respite care. The front door to the home is locked at all times. The visiting arrangements are flexible. Care Homes for Older People Page 3 of 9 What we found:
We undertook this random inspection site visit on 16 March 2009. The inspection was conducted by two inspectors and we were assisted by the senior carer on duty and the manager. The registered provider was available by telephone. We spoke with people who use the service, staff and the manager. We inspected documentation including care plans, staff records, complaints information and viewed the environment. What the care home does well: What they could do better:
We raised concerns to the manager of incidences we observed, where the privacy and dignity of people who use the service is not fully respected. At both the last inspection and at this site visit, we were concerned to note that the call bell is not always accessible to some people, particularly when in their bedrooms. We were concerned to note that peoples independence is not always promoted in that the use of the ensuite facilities is compromised as not all bathing areas have plugs attached. We discussed this with the manager. If there is a risk to the person or the environment from leaving the plug in situ, there should be a detailed risk assessment identifying this issue and the action to be taken by staff. At the last key inspection we were concerned to note that staff did not respond promptly to the opening of an alarmed exit. This was alarmed to safeguard residents who may choose to leave the building from this exit. At this site visit, on opening the Care Homes for Older People
Page 4 of 9 exit no assistance was forthcoming from the staff. We discussed this with the manager who stated the issue would be addressed with the staff. Some downstairs rooms have external doors that are secured by a Yale type lock. There have been issues with people who use the service leaving the home by these exits and consequently being at risk. The manager told us that this is an area that has been reviewed and is to be addressed by updating the locks to these doors. Written evidence was available to confirm this in the recently completed environmental audit. Some areas of the home did not have hot water - we were told that this is due to a problem with the hot water supply system which is being addressed by an external plumbing company. All hot surfaces e.g. radiators and hot water pipes should be covered or a detailed risk assessment be in place that identifies how the risk will be minimised. 2 38 13 The registered provider shall 17/04/2009 ensure that unnecessary risks to the health or safety of the service users are identified and so far as possible eliminated. External doors must be secured and where alarms fitted these must be maintained to ensure they are working and staff respond promptly if alarm activated.
