This inspection was carried out on 4th August 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Excellent.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service This service is a three star, excellent service, we made this rating on 19 June 2007, this was the date of our last key inspection. We carried out an annual service review on 18 June 2008. We will do our next key inspection by 19 June 2010. The Cornerstone is a residential care home and provides care and accommodation for eight adults with a learning disability. The House of Light Trust, a charitable organisation that has other care homes for people with a learning disability in the area, owns it. It is situated in a residential area of Rotherham, opposite the local park and close to other community facilities such as shops and public houses. The building is a large Victorian house with a modern Annual Service Review Page 2 of 6 None extension. Accommodation is provided on three floors. There is a bathroom on each floor and all the residents rooms are of single occupancy. Communal space is provided by the three lounges and there is a large kitchen/dining area where residents like to congregate. To the rear of the house is a garden area for use of the residents and to the front is a driveway and a small off road parking area. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included, the annual quality assurance assessment (AQAA), that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. We had surveys returned to us by people using the service and from other people with an interest in the service. We looked at information we have about how the service has managed any complaints. We checked what the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. We looked at the previous key inspection and the results of any other visits that we have made to the service in the last 12 months. We also considered any relevant information from other organisations, and what other people have told us about the service. What has this told us about the service? The service have had no complaints or safeguarding referrals since our last inspection. The service holds communication meetings, such as, individual and house meetings, personal annual reviews; and carries out surveys to make sure they understand peoples choices, needs and wishes. Care-plans addresses equality and diversity needs; and the manager has updated policies to incorporate Mental Health Act and Deprivation of Liberty changes. The service has responded to peoples changing day-care needs, by firstly offering the service themselves, then arranging transport, once when the local authority provided this in a different location; this was in response to peoples wishes. The service consulted with people about the homes environment and decor and furnishing preferences. The homes AQAA (annual quality assurance assessment) stated; We have an accessible complaints procedure, which we continually reaffirm with clients and we are confident that the clients know how and who to approach if they were to have a complaint or concern. We have introduced the residents concerns and complaints procedure in pictorial form, to ensure better understanding from clients that may need this. Annual Service Review Page 4 of 6 The home has a low turn-over of staff, however, systems are in place to make sure people, who live at Cornerstone, are involved with recruitment processes. The services AQAA demonstrates a good balance of what the service does well and where it needs to improve. The AQAA is focused on people it deliverers a service to, their choices, preferences and rights. The homes fixed electrical installation was last checked in 2003. Fixed electrical installations should be checked at least every 5 years. We spoke to the manager about this who confirmed she had already contacted an electrician to carry out a new check. What are we going to do as a result of this annual service review? We will continue with our inspection plan and will carry out a key inspection by 18/06/2010. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
