This inspection was carried out on 8th February 2006.

What the care home does well

The Haven is a good home. Mrs Gibson has a clear sense of direction for the service which focuses on promoting individual`s rights and independence. Mrs Gibson is aware of the range of needs which the home is able to meet. Accommodation is only provided to people whose needs can be met in the home. Residents are supported to attend a range of appropriate activities which give opportunities for personal development and increase their skills and confidence. People staying at the home for respite care are supported to continue to follow the activities they enjoy in their own homes, where this is possible. Mrs Gibson encourages residents to live independently within the supported environment provided in The Haven. Residents` rights are respected and they make decisions about their lives. Residents are supported to selfcare as far as they are able. Care is provided in a manner which respects residents` privacy and preferences. Residents are provided with clean and comfortable accommodation. The Haven is Mrs Gibson`s family home and residents live as part of her family. The accommodation for residents is on the ground floor of the home. The Haven provides a safe and homely environment for residents to live in. The accommodation is suitable to meet residents` needs.

The Haven continues to provide a high standard of care which meets the needs of people using the service.

Bedrooms measuring less than 12 sq m must not be used to accommodate service users who are confined to a wheelchair. 8th August 2005 Date of last inspection Brief Description of the Service: The Haven is a care home registered with The Commission for Social Care Inspection to provide accommodation to two adults with a learning disability. The Haven is owned by Mrs Rowena Gibson who is also the main carer. No care staff are employed in the home. The Haven is in Hackthorpe village approximately 5 miles between Shap and Penrith. Mrs Gibson aims to provide support to residents in a domestic, family type environment and the accommodation is suitable to meet this aim. Accommodation is provided in a large property which is in keeping with the neighbouring premises. Accommodation for residents is provided in the form of two single bedrooms and a walk in shower and toilet. Shared accommodation is provided in the form of a kitchen, dining room, two sitting rooms and a large, well maintained garden. The services provided at The Haven are the same as services registered as Adult Placement Schemes in other areas in England. As Cumbria County Council does not have an Adult Placement Scheme The Haven is registered as a care home and subject to inspection against the Care Home Regulations 2001 and National Minimum Standards for Adults (18-65) 2nd Edition. The Haven provides permanent accommodation and respite care when accommodation is available. The inspection was unannounced and was carried out on 8th February 2006. The inspection focussed on how well the home meets the needs of the people using the service. This was assessed by speaking to a resident and Mrs Gibson and watching activity in the home. What the service does well: What has improved since the last inspection? The home has good procedures for handling admissions and residents and their families know that their needs will be met. EVIDENCE: Mrs Gibson follows a thorough admissions process before offering accommodation to an individual. The process includes gathering information about the resident, their needs and preferences. The information is used to ensure that the services provided in The Haven are suitable to meet the person’s needs. Mrs Gibson is aware of the range of needs which the home is able to meet. Mrs Gibson does not offer to provide accommodation unless the home is suitable for the individual. EVIDENCE: Mrs Gibson has a clear sense of purpose for the home which focuses on promoting individual’s rights and independence. People staying at the home for respite care are supported to continue to follow activities they enjoy when at home, where this is possible. JUDGEMENT – we looked at outcomes for the following standard(s): 11,12, 13, 14 and 16. Residents benefit from having opportunities to follow a range of appropriate activities. EVIDENCE: Residents follow a range of activities including opportunities for leisure, employment and education. Mrs Gibson encourages residents to live independently within the supported environment provided in the home. Residents’ rights are respected and they make decisions about their lives. Mrs Gibson respects the decisions and choices which residents make. Residents’ receive a high standard of support and their health and personal care needs are met. EVIDENCE: Mrs Gibson is knowledgeable about residents’ needs and provides the support they require to maintain their health and well-being. Residents are supported to self-care as far as they are able and their independence and skills are promoted. Care is provided in a manner which respects residents’ privacy and preferences. Residents attend routine and specialist health care appointments as they require. The home has clear procedures for handling and resolving residents’ concerns. EVIDENCE: The home has a clear complaints procedure which is given to residents and their families. The complaints procedure includes agencies outside of the home to whom complaints can be made. No complaints have been received about the service. Mrs Gibson involves residents in decisions about their care in an informal and ongoing manner. Residents and their families know that their views are listened to. EVIDENCE: The Haven is Mrs Gibson’s family home and residents live as part of her family. The accommodation has been extended and accommodation for residents is all on the ground floor of the home. Residents have private use of their bedrooms and shared use of appropriate bathing and toilet facilities. Residents share use of communal lounges, kitchen and dining rooms with Mrs Gibson and her family. The accommodation is clean and comfortable and provides a homely environment for residents to live in. The property is decorated and maintained to a high standard. Furniture and furnishings are of a high quality and are domestic in character. The accommodation is suitable to meet residents’ needs.
