It is close to the town centre of Congleton, which has a wide range of shops, churches and other facilities. The Laurels was formerly a private dwelling and has been extensively renovated and extended to provide care to older service users. It is a twostorey building and service users are accommodated on both floors. Access between floors is via two passenger lifts or the stairs. Resident’s accommodation currently consists of 31 single bedrooms, 7 of which have ensuite facilities, and 2 shared bedrooms, 1 of which has an en-suite. The remaining bedrooms have wash hand basins fitted. Day space consists of 3 lounges and a dining room. The Laurels - Congleton DS0000006686.V277216.R01.S.doc Version 5.1 Page 5 SUMMARY
This is an overview of what the inspector found during the inspection. This unannounced visit of the home took place over six hours and was carried out as part of the yearly inspection process. Care records, fire records, staff personnel and training files and medication records were inspected. The service history of the home and the previous inspection report were read in preparation for the inspection. What the service does well: What has improved since the last inspection?
Since the last inspection a new telephone system has been installed in the home. Five bedrooms have been completely redecorated and new carpets and curtains have been purchased.

No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7,9 Care plans at the home are detailed and address the changing care needs of the residents. Medication is administered, recorded, stored and disposed of correctly to maintain the safety of the residents living at The Laurels. EVIDENCE: Care plans for two residents living at the home were seen. The plans are detailed and reflect the long-term care needs of the residents and documents the amount and type of support required by staff. Preferences of rising and retiring, likes and dislikes such as when the resident would like a cup of tea or coffee and a social care plan were completed on all residents. The care plans state if a resident wishes to join in group activities or prefers a one to one chat in their bedroom. Risk assessments were present for bathing, window restrictors, bed rails, mobility and the use of the hoist. All had been signed by the residents. Care plans are reviewed and evaluated appropriately.

Medicine Administration Records were examined and found to have been completed correctly. Medicines were stored and disposed of appropriately. The fridge used to store medications was being kept in the main kitchen and the manager was asked to discuss this with the environmental health officer as care staff would have to go in to the kitchen to access this. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 14 Residents can make choices and have control over their own lives. EVIDENCE: Resident’s likes and dislikes are written in the care plan. Those spoken with said that they could choose where they spent their days. They also said that the staff were aware of their needs and they were encouraged to make decisions about their life. JUDGEMENT – we looked at outcomes for the following standard(s): 26 The home was clean and did not have any unpleasant odours. EVIDENCE: The key standards were assessed at the last inspection. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 29 The recruitment procedures at the home are not robust to ensure residents safety. EVIDENCE: The files were looked at for three members of staff who had recently commenced work at the home. The records of one staff member contained all appropriate checks prior to employment. One staff member had only one reference in place and had commenced work prior to a POVA first check. This has now been completed and the manager is awaiting the CRB check to be returned. One staff member had no POVA or CRB check before commencing work at the home. The staff member had previously worked at the Laurels but had left to work elsewhere for some time before returning to work at the home. An up to date POVA and CRB check must be in place prior to staff commencing work. References had been obtained from their last employer. There was inadequate information on these staff files as required in schedule 2 of the Care Standards Act 2000. JUDGEMENT – we looked at outcomes for the following standard(s): 33,35,36 Clear individual financial records are in place for all residents living at The Laurels. The home is run in the best interests of the residents. Staff are adequately supervised. The management of the home ensures the health and safety of the residents. EVIDENCE: Formal supervision sessions for staff take place and supervision sessions are recorded. Residents who live at the home feel that their opinions are listened to and that they can make choices as to how they spend their time.
