This inspection was carried out on 26th April 2005.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The Mount Eventide Home has a group of mature staff who have worked in the home for a long time. They provide a high level of care under the direction of a well qualified Registered manager who has also been employed in the home for twenty years. Residents spoken with praised the staff for their kindness and willingness to do whatever was needed to provide a good quality of life. The accommodation is spacious with bedrooms exceeding the minimum standards and living rooms that are well furnished, comfortable and homely.

What has improved since the last inspection?

One wing of the home has been remodelled to provide accommodation that is comfortable and spacious. The furnishings and fittings are of a high standard. Bedrooms have enough space for residents to have their own furniture if they wish and all have en suite bathrooms or shower rooms and toilets. The new laundry system is an efficient sterilising, sanitising and hygienic safeguard against cross infection.

Date of last inspection 16th December 2004 Brief Description of the Service: The Mount Eventide is a large, three storey property situated in the residential area of Lipson. The home is part of the Key Change Christian based charity which is a national organisation providing residential and nursing care homes following Christian principles. The Home known locally as The Mount, is registered to provide residential accommodation and personal care for 28 Residents over the age of 60 who may also have dementia. All of the bedrooms are single and provide en suite facilities. On the ground floor there is a large lounge, with doors opening onto the garden and a further lounge situated on the ground floor of the Kate Ford Wing. The dining room is also situated on the ground floor. A stair lift and a shaft lift provide access from ground to both 1st and 2nd floor levels, although some rooms are accessed by further steps. There is a call bell system throughout the home. Residents are enabled to access any health or social care services they require and various social activities are arranged by the home. The garden has been attractively landscaped, is spacious and accessible to the Residents. The inspection took place over eight and a half hours. Most of the twentythree residents were met during the visit and seven spoken to at length. All staff on duty were introduced and time was spent with the Senior Care Assistant Supervisor inspecting the medication administration system. The pre-inspection questionnaire provided information for scrutiny prior to the inspection date. A full tour of the premises took place, and staff and care records were inspected. What they could do better: Expired and discontinued medication, eye drops and ointments must be disposed of in the correct manner. All window openings above ground level must be restricted. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1, 3, 5, 6 The manager provides suitable information to allow the prospective residents and their relatives to make an informed choice about this home. EVIDENCE: The Statement of purpose and Service User Guide were clearly written and contained all relevant information for people wanting to know more about the home. The recently admitted residents said that these had been given to them when visiting the home prior to being admitted. One resident had spent two weeks in the home prior to being admitted on a permanent basis. The Mount Eventide Home does not provide intermediate care. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7, 8, 9, 10, Residents can be confident that this care home is able to meet their health and personal care needs. EVIDENCE: Care plans are clearly written and agreed by the residents who sign the records. Residents said their care needs were being met in every way. Health and social care professionals provide regular input. The medication administration system is well managed but there was an oversight of one discontinued medicine not having been returned to the pharmacy and eye drops and cream being out of date. Residents are given the opportunity to handle their own medication if they are assessed as being safe to do so. Secure storage is provided for the medication in residents’ rooms as appropriate. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12, 13, 14 The lifestyle in this home reflects the Christian principles observed by staff and the residents who positively chose the home for this reason. EVIDENCE: Residents looked forward to the communion service provided by the Baptist minister in the afternoon. The denomination varies monthly ie Methodist, Church of England, according to the visiting member of the committee who organise the services. Some residents had chosen to stay in their rooms and not attend. Residents valued having phones in their rooms to enable them to keep in close contact with relatives and friends. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. JUDGEMENT – we looked at outcomes for standard(s) 16, 17, The home has a clear complaints process with residents feeling confident about raising any concerns with staff and the manager. EVIDENCE: Residents said they had no complaints about the The Mount. All those residents seen who were able to express their views were very complimentary about the home. People with dementia were observed relaxing and chatting to staff in a pleasant and calm atmosphere. Ballot papers for those residents who had applied for a postal vote in the forthcoming election were about to be handed out. Some Residents said they would visit the polling station in transport provided by the home. JUDGEMENT – we looked at outcomes for standard(s) 19, 20, 21, 22, 23, 24, 25, 26 The standard of the environment within and outside the home is very good providing the residents with an attractive, clean and comfortable place in which to live. EVIDENCE: Recent alterations and remodelling of one area of the home has provided six large rooms with en suite facilities of a high standard. Residents living in these rooms had brought some of their own furniture with them and expressed their complete satisfaction with the facilities provided. Some window restrictors on the upper floors had been removed by the double -glazing contractor prior to replacing some older windows on the landings in this refurbished area. The laundry system is very up to date with disinfection, washing and sanitising programmes built in to highly technical washing machines which were being commissioned during the inspection. This system affords protection against cross infection. Another said how much she enjoyed having a shower instead of a bath. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. JUDGEMENT – we looked at outcomes for standard(s) 27, 29, 30 The staff team have been selected who have caring qualities and, with training, develop a good understanding of the residents’ personal care needs, so work positively with residents to improve their whole quality of life. EVIDENCE: Residents said their requests for attention were met with kindness and consideration. Residents requiring attention at night said the staff answered the call bells promptly. They felt confident in the staff team’s abilities to care for them properly. Some staff have worked in the home for many years and have not had a Criminal Records Bureau check taken out yet. One of those staff files sampled did not have a photograph of the staff member. All new staff undergo induction training. The manager has a training budget and organises a variety of training courses that focus on the individual needs of the residents to ensure their health, safety and welfare. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for standard(s) 31, 32, 33, 34, 36, 38 The Mount is well run by a well qualified and experienced manager who is supported by a committed staff team who carry out their duties in the spirit and ethos of a Christian community. EVIDENCE: Residents were satisfied with the way the home is run and said they felt secure and safe. They felt confident to voice their opinions individually or in meetings to the manager, visiting members of the committee and other officers of the Key Change Charity under which the home is run. Staff are regularly supervised by senior members of the team with records being held in confidential files. Health and safety records and systems were viewed. These included the Accident Book, the fire safety systems had been tested and recorded in keeping with the fire authority guidelines. The handyman maintained the fabric of the building and undertakes repairs as they occur. An unusual incident happened at the home during the inspection which was handled in a calm and organised way by the manager.
