This inspection was carried out on 14th October 2008.

CSCI found this care home to be providing an Excellent service.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The service has been given an overall rating of excellent. All service users have an individual plan of care and this is formulated from the information found in the pre admission assessment and from verbal information from the service user. The service has comprehensive daily care plans and risk assessments, and ensures they can meet the needs of the residents prior to offering them a place at the service.

What the care home could do better:

The service must ensure that residents continue to be safe during the night and are not being placed at risk by the current practice of staff not checking residents once they retire to their rooms. The Registered Manager must ensure it has a policy in place which covers and guides staff on checking residents during the night if they appear to be at risk of deliberate self harm. The service must ensure it notifies the CSCI of any incidents of notice.

The Sanctuary is a crisis centre and is part of the Turning Point Organisation, which has a number of mental health and drug and alcohol residential services. The home is close to the local shops and the town centre and seafront of Hastings. The home has a secluded rear garden with a patio and area of lawn. The home is registered to offer placements to up to seven service users with mental health needs, these placements act as a short term respite and are offered for periods of up to two weeks. There are no charges to service users staying at The Sanctuary. The service is block funded by Bexhill and Rother PCT, Hastings and St Leonards PCT and Social Services. As the service is an excellent rating the inspection was to monitor the performance of the service and to ensure it was still providing excellent outcomes for service users. The inspection began at 10am and lasted until 11.30am. As part of the inspection the inspector examined the care plans and risk assessments for all the residents currently placed in the home, and looked at incidents of notice in the home and if these matched those sent to the CSCI. Since the last inspection the Registered Manager has now returned from Maternity to her post as Registered Manager of the service. Time was spent on the day of the inspection discussing issues with her.
